Position Overview

The IT Software Developer will support enterprise initiatives related to the Enterprise Permitting & Licensing (EnerGov) implementation. The role focuses on modernizing and transitioning legacy systems into the EnerGov platform while ensuring data integrity system integration and operational efficiency.

The developer will contribute to application development data migration reporting and integration of multiple systems to enhance permitting licensing and code enforcement processes. The position requires strong collaboration with internal county teams analysts and external vendors.

Key Responsibilities

• Support implementation initiatives related to the Enterprise Permitting & Licensing (EnerGov) platform.
• Transition and migrate legacy systems into EnerGov while maintaining data integrity and validation.
• Design and develop data loading tools and system integrations with other enterprise applications.
• Develop and maintain web-based applications using modern development frameworks.
• Create and optimize database queries procedures and reporting solutions.
• Design build and integrate web services and APIs to support system interoperability.
• Participate in DevOps processes including automated builds deployments and release management.
• Work collaboratively with cross-functional teams analysts and vendors to support implementation efforts.
• Support modernization and integration of large-scale enterprise systems supporting county operations.

Required Technical Skills

Application Development

• Strong experience with C# (Framework and/ Core / .NET 8).
• Experience building web applications using:
  • MVC
  • Blazor
  • Web API or similar frameworks.

Database & Reporting

• Proficiency in Oracle PL/SQL including:
  • Packages
  • Procedures
  • Triggers
  • Queries
• Experience with Microsoft SQL Server (MSSQL) including:
  • T-SQL development
  • Database schema design
  • Performance optimization
• Experience developing and maintaining reports using:
  • SSRS (SQL Server Reporting Services)
  • Power BI dashboards

DevOps & CI/CD

• Experience with DevOps practices including:
  • Branching strategies
  • Automated builds
  • Deployments
  • Release management
• Hands-on experience with:
  • Azure DevOps
  • GitHub Actions or similar CI/CD tools
• Familiarity with application deployments to:
  • IIS
  • Azure Web Apps
  • Containers

Web Services & Integration

• Strong understanding of RESTful APIs and SOAP Web Services.
• Ability to design consume and integrate APIs across enterprise systems.

• Strong communication documentation and collaboration skills.
• Experience coordinating with cross-functional teams vendors and stakeholders.

Preferred Qualifications

• Experience with Enterprise Permitting & Licensing (EnerGov) software.
• Prior experience working with government agencies or public sector organizations.
• Experience supporting large-scale vendor solution implementations.
