JOB TITLE: ENGLISH AS A SECOND LANGUAGE (ESL) TEACHER

NATURE AND SCOPE OF JOB:
To provide an approved language services program for multilingual learners that fosters English proficiency (through WIDAs English Language Development Standards) academic achievement social and emotional learning and personal growth. Assumes the professional responsibility for providing specialized and differentiated learning experiences and supervising assigned students in a supportive and inclusive classroom climate that develops each learners skills to meet and exceed the New Jersey state standards following the approved curricula and directives of the district. Collaborates with teachers staff members specialists and parents to enhance students academic and cultural learning experiences fostering a positive and effective learning environment.
QUALIFICATIONS:
The ESL Teacher shall:
- Hold a New Jersey instructional certificate with the ESL endorsement in accordance with the requirements of N.J.S.A. 18A:27-1 et seq. and N.J.A.C. Title 6 Chapter 11 with the appropriate endorsement and other endorsements for the position held (N.J.A.C. 6:11-6.1 6.2.).
- Have a broad knowledge of testing and evaluation theories of individual and group guidance techniques elementary/secondary school guidance program design and career educational information and placement.
- Hold a valid drivers license with no serious violations.
- Demonstrate knowledge and understanding of child growth and development effective instructional strategies classroom management learning assessment and diagnosis and research related to learning.
- Exhibit a personality that demonstrates enthusiasm and interpersonal skills to relate well with students staff administration parents and the community.
- Demonstrate the ability to communicate effectively in English both orally and in writing using proper grammar and vocabulary.
- Demonstrate the ability to use electronic equipment for word processing data management information retrieval visual and audio presentations and telecommunications.
- Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.
- Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education or during the initial six-month period provide a sworn statement that there have not been any convictions of a crime or a disorderly persons offense in accordance with 18A:6-7.1.
- Provide information that includes current/former employers within the last twenty (20) years in which the employment involved direct contact with children; a written authorization that consents to current and former employers disclosing certain information; and a written statement as to whether the applicant has any employment history regarding child abuse and/or sexual misconduct in accordance with N.J.S.A.18A:6-7.6.
- Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.
- Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.
- Meet such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable

JOB FUNCTIONS AND RESPONSIBILITIES:
The ESL Teacher shall perform all job functions and assume all responsibilities outlined in the Secondary Teacher Job Description. The ESL Teacher is an integral part of the total school program and has specific professional responsibilities in providing services to students who do not demonstrate a mastery of the targeted language and shall:
- Plan organize and provide instruction to assist students in mastering verbal and written skills in the targeted language using individual and small group techniques. Provide instruction and experiences in learning the culture of the community.
- Work in collaboration with the classroom teacher and with specialist teachers reinforcing or modifying the methods and materials used in the regular classrooms.
- Incorporate each of the New Jersey Student Learning Standards into instruction when appropriate to reinforce the schools responsibility to ensure that all students meet and exceed all of the Standards.
- Maintain records indicating progress of the student and assist with the evaluation and assessment of students.
- Communicate regularly with the parents to nurture a supportive and cooperative relationship between home and school.
- Understand and comply with the rules and regulations regarding the education of multilingual learners (MLs). Recommend to the administration any program needs or changes that are required.
- Assist the professional staff through individual consultation and/or staff development sessions with understanding effective strategies and approaches to meet the needs of students who are learning a new language.
- Summarize interpret and disseminate current developments in ESL programs through reading of professional journals participation in professional development and involvement in professional organizations.
- Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.
- Perform any duties that are within the scope of employment and certifications as assigned by the assigned supervisor and not otherwise prohibited by law or regulation.
- Adhere to New Jersey school law State Board of Education rules and regulations Board of Education policies and regulations school regulations and procedures and contractual obligations.
- Coordinate classroom instruction with the co-teacher to reinforce learning and student achievement in areas in which the co-teacher takes the primary responsibility for the content and skills of the standards.
- Participate in the assessment of the English proficiency of pupils whose native language is other than English; help to identify pupils eligible for bilingual education and/or English as a Second Language programs or other services designed to improve English language proficiency.
- Assess pupil academic progress English proficiency and personal growth toward stated objectives of instruction. Assess annually to determine pupils ready to exit the bilingual/ESL program.
- Maintain records of pupils educational progress in class record books and/or district-approved forms and summarize these marks for reporting purposes.
- Identify academic and support services needs of limited English proficient pupils and cooperate with other professional staff members in assessing and resolving learning problems.
- Establish and maintain standards of pupil behavior needed to achieve a classroom climate conducive to learning for multilingual learners (MLs).
- Plan organize and deliver instruction using individual and small group techniques to assist students in mastering English language skills.
- Provide cultural learning experiences to help students adjust to the community and school environment.
- Collaborate with classroom teachers and specialists to modify instructional methods and materials to support MLs.
