Job Summary

The Project Manager III is responsible for leading and managing complex large-scale IT and software development projects across enterprise environments. This role requires a highly experienced project management professional who can plan coordinate and oversee all phases of the Software Development Life Cycle (SDLC) while ensuring projects are delivered on time within scope and within budget.

The Project Manager will collaborate with technical teams business stakeholders and executive leadership to drive project success. This role requires strong expertise in Agile methodologies project planning stakeholder management risk management and enterprise-level project implementation.

Key Responsibilities

Project Planning & Execution

  • Lead the planning execution and delivery of complex IT and software implementation projects across large organizations.

  • Develop detailed project plans timelines budgets and resource allocation strategies.

  • Monitor project progress and ensure milestones and deliverables are completed on schedule.

  • Oversee multiple project phases including initiation planning execution monitoring and closure.

SDLC Management

  • Guide teams through the Software Development Life Cycle (SDLC) including requirements gathering design development testing and deployment.

  • Ensure business requirements are accurately translated into technical specifications.

  • Manage and oversee the development of required SDLC documentation and artifacts.

Agile Project Management

  • Manage Agile-based project environments using feature-driven development and sprint cycles.

  • Track development progress and ensure deliverables align with project timelines.

  • Facilitate Agile ceremonies including sprint planning stand-ups sprint reviews and retrospectives.

Risk & Issue Management

  • Identify assess and document project risks issues and contingency plans.

  • Develop mitigation strategies to minimize project disruptions.

  • Escalate issues appropriately to project sponsors and executive leadership when required.

Stakeholder Management

  • Build and maintain strong relationships with project sponsors executives and cross-functional teams.

  • Conduct regular project meetings and provide weekly status reports and progress updates.

  • Communicate project objectives timelines and deliverables clearly across all stakeholders.

Leadership & Collaboration

  • Lead project teams in a collaborative fast-paced environment.

  • Coordinate work across multiple departments including technical teams business analysts developers and QA teams.

  • Ensure alignment between business goals and technical solutions.

Required Skills & Experience

  • 10 years of experience managing complex IT or software development projects in large enterprise environments.

  • Strong experience developing and managing project plans risk registers issue logs and contingency strategies.

  • Proven ability to analyze complex problems and implement effective solutions.

  • Extensive experience overseeing SDLC processes and deliverables.

  • Strong experience managing relationships with multiple stakeholders and project sponsors.

  • Ability to lead project meetings and present weekly status reports and executive updates.

  • Excellent analytical organizational and problem-solving skills.

  • Ability to work effectively in a fast-paced collaborative environment.

Agile & Technical Experience

  • 8 years of Agile project management experience.

  • Experience managing projects using feature-driven sprints and Agile development methodologies.

  • Proven track record of leading multi-million dollar IT and software projects.

Preferred Experience

  • Prior experience working with State of Texas agencies.

  • Experience in Healthcare or Public Health sector projects.

  • Familiarity with Agile best practices and implementation frameworks.

Education & Certifications

  • Required:

    • Project Management Professional (PMP) Certification (must be listed on resume; proof may be requested)

  • Preferred:

    • Scrum Master Certification or other recognized project management certifications.
