Under minimal supervision this position inspects the work of City site/subdivision projects coordinates the activities and performs tasks related to the inspection of construction/building projects for the City of Austin.


Job Description:

Duties Functions and Responsibilities:

Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.

  • Reviews construction and building plans specifications and contracts for compliance with codes zoning ordinances etc.

  • Performs inspections of sites and subdivisions.

  • Inspects construction and building sites for compliance with codes specifications safety ordinances etc.

  • Records data on appropriate forms and logs etc.

  • Coordinates division/section activities with outside contractors.

  • Schedules and observes flow tests lab tests soil density tests and/or any other types of tests.

  • Interprets explains and enforces City policies and procedures building codes specifications ordinances etc.

  • Draws as-built drawings for completed construction projects.

  • Answers citizen questions & provide assistance.

  • Notifies individuals of meetings street closings etc.

  • Checks contractors for proper licenses permits authorizations insurance etc.

  • Investigates consumer/citizen complaint to determine validity.

  • Issues Stop Work Orders for violations.

  • Files papers materials etc.

  • Writes informational reports.

  • Coordinates division/section activities with other divisions/sections.

  • Prepares and/or reviews change orders and monthly construction pay estimates.

Responsibilities - Supervisor and/or Leadership Exercised:

May provide leadership work assignments evaluation training and guidance to others.

Knowledge Skills and Abilities:

Must possess required knowledge skills abilities and experience and be able to explain and demonstrate with or without reasonable accommodations that the essential functions of the job can be performed.

  • Knowledge of street sidewalk and concrete construction methods practices and materials.

  • Knowledge of the methods used in order to read and interpret blueprints plans maps and/or specifications.

  • Knowledge of proper safety practices procedures and regulations applicable to work being performed.

  • Knowledge of road construction materials.

  • Knowledge of heavy construction materials and methods.

  • Knowledge of applicable building codes ordinances and regulations.

  • Knowledge of contract language.

  • Knowledge of the integration of the inspection function with other operating and administrative functions of the department and the City.

  • Skill in making accurate measurements and computing quantities of materials used in construction.

  • Skill in establishing and maintaining good working relationships with other City employees and the public.

  • Skill in maintaining records and preparing written reports.

  • Skill in recognizing deviations from drawings and specifications.

  • Skill in determining quality of materials workmanship and construction methods.

  • Skill in resolving problems or situations requiring the exercise of good judgment.

  • Skill in requirements both orally and in writing to architects contractors developers and the public.

  • Skill in presenting data to provide timely information for managements use.

  • Skill in directing and controlling work of construction inspectors to accomplish unit programs effectively and on schedule.

  • Skill in interpreting building codes and recognizing the need for correction of construction activities that deviate from specifications

Minimum Qualifications:

  • Graduation from an accredited high school or equivalent plus three (3) years of experience in a field related to road and bridge inspection and/or utility construction or building inspections.

  • Education may substitute for experience up to two (2) years.

Licenses and Certifications Required:

Building Inspectors:

  • Certifications required by Department Career Development Plan.

  • Certification/license may be required by trade.

Preferred Qualifications:

  • American Welding Society (AWS) Certified Welding Inspector (CWI) or ability to obtain within six (6) months
  • Experience interpreting welding codes.
  • Experience with AWS D1.1 D1.5 ASME B31.1 ASME BPVC
  • Experience performing field inspections.
  • Past welding certifications.
  • Classroom Training hours in Penetrant Testing (PT) Magnetic Particle Testing (MT) and/or Ultrasonic Testing(UT).
  • Experience writing inspection reports.
  • Experience reviewing welding procedures and welder qualifications


Notes to Candidate:

The purpose of this position is to review design drawings welding document submittals specifications procedures qualifications and welding codes; perform visual inspections and audits oversee field welding work and nondestructive testing create scopes of work for welding and inspection and write field inspection reports.

This position has been designated as a Critical Employee position. Critical Employees are considered
necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

Work Schedule/Hours: Monday through Friday 7:00 a.m. to 3:30 p.m.
Salary Range: $26.86 per hour to $32.43 per hour
