We are seeking a highly motivated professional to join our team as a Project Manager with primary responsibility for leading and delivering infrastructure-focused projects.
ABOUT YOU
You will contribute extensive project management expertise including the planning allocation and execution of assigned funds as well as in-depth knowledge of infrastructure planning programming and this role you will be instrumental in ensuring that the operational infrastructure requirements of the NAEW&C Force are continuously met to support mission success. Your duties have a direct impact on both ground and flight safety. Your duties will be performed at the Main Operating Base as well as at the Forward Operating Bases and other deployed locations as required.
The position involves regular and intensive coordination with external stakeholders including Host Nation authorities infrastructure agencies and Ministries of Defence. Therefore you are required to possess a strong command of the German language and be able to work professionally in German as needed.
YOUR ROLE
Ensure facilities and technical installations remain fully operational while contributing to financial budget management;
Support long-term strategic infrastructure planning by providing planning input actively managing plans monitoring projects throughout their lifecycle and coordinating submissions and approvals with Headquarters;
Organize/participate in infrastructure-related meetings preparing presentations for leadership and official events;
Advise on operational infrastructure requirements and develop revise coordinate and maintain relevant policies and standards;
Support coordination with Host Nation authorities prepares and reviews infrastructure and construction requirements to ensure compliance with formal and military criteria;
Participate in project acceptance;
Manage annual budget inputs for construction and maintenance;
Support IPSAS accounting for Property Plant & Equipment (PPE);
Assist commanders with maintenance budgeting;
Ensure adherence to Host Nation legal standards;
Assume ownership of completed infrastructure;
Exercise immediate functional supervision over the personnel assigned to the Branch.
Your performance will directly influence the ability of all NAEW&C Force elements to accomplish their mission by ensuring the provision and maintenance of suitable operational and functional facilities in compliance with NATO and Host Nation infrastructure standards.
YOUR QUALIFICATIONS AND EXPERIENCE
Essential
At least 4 years post related current professional experience with a Bachelor or Master degree;
Proven project management knowledge and experience in planning programming budgeting and execution;
Working/Advanced knowledge of Automatic Data Processing (ADP) systems;
A good command both English and German languages and the ability to work on a fully professional level in both languages.
Desirable:
Profound experience in managing complex infrastructure construction and/or facility-related projects throughout their full life cycle including planning coordination monitoring and formal acceptance;
Work experience with NATO military or national budget and financial aspects;
Sound knowledge of infrastructure standards and regulatory frameworks ideally including NATO and Host Nation requirements;
Ability to develop review and implement policies standards and technical documentation.
YOUR SKILLS
Independent assessment analytical initiative interpretation and decision-making ability;
Ability/adaptability to maintain good relationship to military and civilian infrastructure officers of different nations up to Ministry of Defence (MOD) level;
Excellent communication and presentation skills including preparation of high-level briefings and reports;
Strong organizational skills including experience preparing and coordinating official meetings;
Ability to assess and evaluate risk;
Ability to demonstrate leadership.

The E-3A Component is a high-readiness force led by the E-3A Component Commander under the direction of the Force Commander. The E- 3A Component Commander is responsible for all aspects of the operations logistics training readiness responsiveness and safety of its personnel and the NE-3A fleet. The Base Support Wing (SW) is responsible for the safe and effective delivery of all MOB support functions including the supervision of those functions covered in HN Support Agreements. The Infrastructure Branch initiates and monitors/controls construction measures both O&S Budget and NATO funded at the MOB and theFOBs/FOL.

CONTRACT
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter an indefinite duration contract might be offered.
