Scope of Project

The Child and Adult Protective Services Applications Team under DSS is responsible for developing and maintaining enterprise applications supporting the Human Services Division (HSD).

The selected consultant will serve as a Project Lead responsible for designing developing and supporting enterprise-scale web applications on the platform for Child Welfare systems including:

CAPSS (Child and Adult Protective Services System)

CAIP (Child and Adult Information Portal)

HSP (Human Services Portal)

This position is remote; however due to Governors orders the role may become fully onsite without notice. Candidates must be willing to relocate to South Carolina immediately if required.

Responsibilities:

Design develop and support enterprise web applications using architecture
Develop application logic visual interfaces database design and web services
Utilize Visual Studio 2019/2022 C# Core MVC 4 Entity Framework Angular 15 jQuery
Work with MS SQL Server 2016/2019 Enterprise and SQL Reporting Services
Perform database/script development unit testing integration testing deployment
Review design and code of existing systems and provide recommendations
Design and document subsystems and system components
Implement and debug components and subsystems
Write and execute unit and integration tests
Participate in integrated test sessions on test and production servers
Support repository build and testing systems (Azure DevOps TFS)
Perform technical oversight activities using automated monitoring scripts
Communicate technical designs and implementation details effectively

Required/Preferred Skills:

Required:

7 years designing and implementing medium to large-scale software systems using
5 years developing data-driven applications using relational databases
5 years building and deploying N-tier web-based systems
3 years Angular Framework (version 15)
Strong experience with C# Core
Entity Framework 6
MS SQL Server 2016/2019
Azure DevOps
WCF
jQuery and JavaScript (ES6)
Knowledge of RxJS and reactive programming
Angular CLI and project scaffolding

Preferred:

Experience with Agile
Experience with performance security and regression testing tools
PowerShell scripting
Windows Server 2016/2019 management (Active Directory IIS)
Responsive Design expertise
