Job Summary

Minimum Entrance Requirements:
Applicants must have at least (A) three years of full-time or equivalent part-time technical or professional experience in civil engineering work in such areas as construction survey design transportation hydraulics structural sanitary drafting environmental highway architectural airport soils and materials of which (B) at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associates degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelors degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering** may be substituted for the required experience.*
**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction survey design transportation hydraulics structural soils sanitary environmental drafting highway architectural mining airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
SPECIAL REQUIREMENT: Based on assignment possession of a current and valid Massachusetts Class D Motor Vehicle Operators License may be required.

Position Overview:

The Department of Conservation and Recreation seeks qualified applicants for the position of Long-Term Seasonal Civil Engineer II Central and West to enable D&E to properly manage the Field Construction Contracts within Central and West regions and ensure quality work by position includes supervising the maintenance construction of civil projects from pre-construction to completion ensuring strict compliance with DCR procedures and protocols. Maintenance contracts may encompass activities such as resurfacing and reconstructing paved and unpaved roads as well as maintaining fences guardrails and trails.

General Statement of Duties and Responsibilities:

The Resident Engineer Central/West for Maintenance Construction is primarily responsible for coordinating and overseeing construction operations across multiple projects both short and long-term in alignment with approved design plans specifications or directives from the Section Head of Maintenance. This role entails collaborating with contractors construction crews and consultants to ensure the successful completion of assigned construction projects. The Resident Engineer is tasked with reviewing the quality and quantity of materials assessing workmanship ensuring dimensional conformity and evaluating the necessity for construction modifications or additional work orders. Reporting to the Section Head of Maintenance Construction this position plays a key role within the maintenance section team assisting in project planning and oversight primarily within the West and Central Regions. Additionally the Resident Engineer is responsible for supervising staff and monitoring ongoing projects to ensure compliance with scheduled deadlines procedures and relevant regulations at the local state and federal levels as well as adherence to construction designs and codes. This position is part of the Field Construction Section that functions twenty-four hours a day seven days a week for both scheduled and emergency response operations. There are times when they will need to respond to emergency public safety concerns that arise outside normal working hours. Emergency response of public safety hazards would include but not limited to immediate assessment development an action plan and deployment of various necessary resources. Communication or notification of various internal and external stakeholders of the public safety hazard and mitigation plan.

Detailed Statement of Duties and Responsibilities:

Anticipated tasks and responsibilities include:

Contract/Contractor Management

  • Review and confirm Scopes of Work prior to the start of work

  • Manage project and Contractor work schedules

  • Monitor Contract budget expenditures

  • Perform field observation of Contract work

  • Report on any problems in the field

Program Coordination

  • Visit locations on the Maintenance Request List and collect data (e.g. limits of work surface material drainage lighting EV stations guardrail etc.)

  • Conduct condition assessments for various locations related to resurfacing and reconstructing paved and unpaved roads and parking lots

  • Make recommendations about sites in need of maintenance repairs renovations etc.

  • Assist with the creation of annual Spending Plans and 5-Year Plans

  • Provide weekly reports on active and upcoming projects

New Maintenance & Repair Projects

  • Synthesize needs and requests for maintenance and repairs

  • Advance projects from needs/requests to actionable work (i.e. identify a project determine the scope obtain authorization assemble plans (as needed) meet with the Contractor perform the work)

  • Tabulate needs/requests to be addressed in the future

  • Occasional assignments to assist other Field Construction staff with project tasks similar to this positions basic responsibilities.

  • Other related duties as required

Preferred Qualifications:

  • Knowledge of the principles and practices of civil engineering including theoretical foundations and practical applications.

  • Familiarity with the terminology and standard abbreviations commonly used in civil engineering.

  • Understanding of the principles of hydraulics as they relate to surface drainage pipes and culverts.

  • Proficiency in the properties and characteristics of concrete and asphalt as well as the mechanical properties of fluids. Additionally knowledge of plane surveying theory and practice as well as the engineering properties of soils.

  • Understanding the types and uses of equipment and materials utilized in various construction contexts such as building bridge highway road street or tunnel construction. Also familiarity with mathematical formulae for computing volumes and areas.

  • Experience overseeing and providing instruction to Contractors in the field

  • Ability to manage project budgets and schedules

  • Ability to work well with others and communicate regularly with supervisor

  • Ability to self-manage and work efficiently

  • Experience in creating and reviewing site plans

  • Project management experience

  • Abilityto spend several days per week in the field
