Job Summary

We have an opening for a Work Planning and Control (WP&C) Maintenance Planning and Scheduling Integration Manager to lead efforts in implementing a new maintenance planning this role you will ensure integration and alignment of institutional WP&C processes and procedures for the assigned functional area and interact with other managers from across the Laboratory including those focused on mission delivery support and services to ensure WP&C requirements are met. You will serve as a member of the WP&C Functional Area Office management team. This position is in the Work Planning and Control Office of the Environment Safety & Health (ES&H) Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. 

You will 

  • Provide technical leadership for integrating Work Planning and Control (WP&C) requirements processes and procedures based on institutional WP&C processes for the assigned functional area. Determine integration priorities based upon institutional impact.   
  • Lead develop and deploy functional elements of the institutional WP&C process ensuring that functional requirements are met including nuclear requirements.
  • Identify and recommend changes to existing institutional processes qualifications and web applications necessary to support effective implementation of Work Planning and Control.
  • Develop institutional requirements processes and governance documents in collaboration with the WP&C Program Manager. Develop and deliver briefings to the WP&C Functional Area Manager regarding the status of metrics and performance indicators for assigned functional elements of the institutional WP&C process.
  • Train and mentor managers at various levels other SMEs points of contact and other Laboratory staff members and Site-Wide Service Providers to ensure WP&C is consistently implemented.
  • Participate in multiple advisory and working group meetings/committees related to WP&C. May chair standing working groups and/or advisory committees to drive institutional change.
  • Serve as an organizational representative to Department of Energy (DOE) Defense Nuclear Facility Safety Board (DNFSB) and other external reviewers for the assigned functional area.
  • Perform other duties as assigned.

Additional job responsibilities at the TSL.5 level

  • Provide expert technical leadership and process development skills for the implementation of highly complex institutional requirements processes and procedures for subcontracted work planning.
  • Provide expert training and technical leadership for the Work Planning and Control Functional Area on modified maintenance planning and scheduling processes. 
  • Brief senior management and serve as an organizational representative to internal and external reviewers for the maintenance planning function.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelors degree in Mechanical Electrical Nuclear or Chemical Engineering Environmental Studies Health Physics Industrial Hygiene/Safety or a related field or the equivalent combination of education and related experience.
  • Substantial experience leading and expert knowledge of WP&C processes in one or more of the following functional areas Technical Training & Qualification (T&Q) Work Control Facilities and Environmental Health and Safety utilizing a consultative approach.
  • Substantial experience leading and managing technical ES&H training and/or facility programs with highly complex requirements and rigorous oversight such as those in nuclear or hazardous facilities.
  • Substantial technical leadership experience requiring interactions with senior management and external regulatory organizations while also performing in-depth analysis of factors that may not be well-defined.
  • Substantial experience leading change and mentoring various levels of staff including technicians engineers and managers through a change process.
  • Expert technical organizational collaboration necessary to resolve highly complex issues.
  • Substantial experience in maintenance planning and scheduling including demonstrated proficiency with P6 Primavera scheduling software and expertise in resource and duration estimation methodologies.
  • Expert verbal and written communication facilitation collaboration and presentation skills required to effectively present explain and advise senior management and external regulators.

Additional qualifications at the TSL.5 level 

  • Extensive experience working at DOE or non-government hazardous facilities in leadership roles involving operations ES&H training and/or work planning and control.
  • Extensive experience using Agile A3 or similar methods to organize project and process improvements.
  • Extensive experience in being politically adept influential with the ability to build strong and sustained partnerships across diverse and broad internal and external organizations.

Pay Range 

$200760- $305544 Annually


$200760 - $254544 Annually for the TSL.4 level
$240960 - $305544 Annually for the TSL.5 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs
