Summary:
Working directly with the Interim Strategic Lead for Organisation Design and Development you will provide expert operational support during the critical establishment phase of the new Combined County Authority (CCA). This is a high-impact role requiring a seasoned HR professional to bring stability and capacity to a rapidly forming organisation.You will influence the design and delivery of the CCAs People Strategy managing complex projects ranging from policy development and recruitment to large-scale organisational change. Your goal is to help build a collaborative innovative and forward-thinking HR function from the ground up.
Responsibilities:
- Lead and coordinate HR projects aligned with the People Strategy ensuring all outputs meet the needs of the newly forming CCA.
- Support the analysis and delivery of a compelling employee offer and the first principles design of the HR function.
- Develop robust HR policies and manage the resourcing and recruitment strategies for essential new roles.
- Conduct research and analyze qualitative/quantitative people data to inform decision-making and provide high-level reports for senior managers.
- Ensure all projects and new processes remain compliant with GDPR Health & Safety and relevant employment legislation.
Qualifications:
- CIPD qualified (Level 7 preferred) or equivalent high-level professional knowledge and experience.
- A recognized project management qualification (e.g. PRINCE2 Agile) or equivalent practical experience in a project-led environment.
Essentials:
- Significant experience delivering HR services within complex multi-stakeholder public sector environments.
- Proven track record of managing large-scale change specifically restructures and TUPE processes.
- Experience working across traditional team boundaries and navigating the political sensitivity of devolution and council partnerships.
