The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Rural Health Transformation Program.
The Data Infrastructure & Management Engineer serves as the data engineering and data quality lead for the Rural Health Transformation Program (RHTP) and acts as an extension of the Departments Data Management Office (DMO). This position designs develops and maintains the data foundations necessary for RHTP monitoring evaluation and reporting. The analyst builds and manages data pipelines; integrates data from claims electronic health records public health systems workforce sources and social determinant platforms; and enforces shared data standards and quality controls in close collaborations with the central DMO and IT. The role ensures RHTP has reliable well-documented and compliant data assets that meet Centers for Medicare & Medicaid Services (CMS) requirements and support evidence-based decision-making across Montanas rural health systems. The incumbent participates in department-wide governance communities of practice helping reduce duplication promote shared methods and improve data quality across programs.

Qualifications for this Career Opportunity
Knowledge of data integration methods ETL processes and data pipeline architecture.
Knowledge of health data privacy and security requirements including HIPPA data use agreements and protected health information billing.
Ability to diagnose and troubleshoot data quality issues and work collaboratively with technical and non-technical stakeholders to resolve them.
Preferred:
Experience working with healthcare-related datasets such as Medicare or Medicaid claims electronic health records clinical registries or public health surveillance data.
Experience with specific ETL tools or platforms (e.g. Informatica Talend SSIS Alteryx) or data warehouse technologies.
Familiarity with cloud-based data platforms and services (e.g. AWS Azure Google Cloud).
Meet minimum qualifications:
Bachelors degree in computer science Mathematics Statistics Economics or related field.
Three years of progressively responsible experience in data engineering database management ETL development or data integration in a health care insurance government or similar setting.
Other combinations of directly related education and experience may be considered on a case-by-case basis.
