Job Summary:

This position will serve as an HR Generalist supporting divisions within ADOT by coordinating recruitment and operation efforts. The position will partner withhiring managers HR Business Partners HR Liaisons and field HR administrative service officers to support recruitment on-boarding job changes and otheremployee changes. This position will also support various operational tasks including but not limited to ADOTs Commercial Drug and Alcohol (CDL) programemployment verification position maintenance and other human resources inquiries and processes.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Collaborate with ADOT hiring managers and HR support staff to determine recruitment needs. Facilitate the recruitment process flow within established personnel rules and department policies/processes. Some activities for this process include development of job postings and KSAs resume reviews conducting phone screens working in the HR recruitment system and overall support of the interview process.

Facilitate HR operational functions (AZ360 entry onboarding 1-9 CDL verification employee inquiry etc.) and other HR actions as business need dictates.

Responsible for providing customer service and general HR support and guidance for Recruitment Operations CDL Verification/Coordination and Classification & Compensation. This includes a variety of activities such position maintenance employment verifications personnel file reviews and handling various HR inquiries via email fax and phone.

Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Current principles practices and methodsused in the administration of an HRprogram.
  • Federal and state employment lawsstatutes rules and regulations.
  • Agency policies rules and regulations.
  • Principles and practices of modernorganizational development.
  • Recruitment principles and practicesinclusive of DE&I(Diversity Equity and Inclusion).

Skill in:

  • Communicating effectively verbally and inwriting establishing priorities amongconflicting needs.
  • Developing and implementing variousimprovement initiatives.
  • Analyze and evaluate administrative datasuch as job descriptions resumes andcandidate packages.
  • Demonstrated analytical and dataevaluation skills.
  • The operation of computer software (i.e MSWord MS Excel Google Suite GoogleMeets Adobe docusign etc).

Ability to:

  • Analyze specific problem situations anddetermine acceptable solutions within theframework of laws rules andregulations.
  • Perform research collect and analyze dataand report information.
  • Negotiate and apply reason knowledgeand process to persuasively resolveemployee concerns.
  • Comprehend and make inference fromwritten material.
  • Model principles of continuousimprovement to streamline and producequality work/processes and service for allcustomers.
Selective Preference(s):

Bachelors Degree in Human Resources or closely related field; previous experience in the public sector/state service; two years of
experience in Human Resources or equivalent HR Certifications

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
