The Program Manager is accountable for initiating leading and overseeing activities required to launch and stabilize the new Pharr Texas manufacturing facility.
Reporting to the Automation Tiger Team Senior Program Manager and liaising with various plant functional leaders as they are onboarded youll drive the internal aspects of standing up MFTs new Pharr facility.
This role serves as the coordinator of factory readiness startup coordination production ramp-up and operational stabilization ensuring the site can safely produce ship and sustain performance to defined SQDCP (Safety Quality Delivery Cost People) targets.
After successful launch and stabilization this role will transition into a permanent operational role reporting to the VP of Operations or Plant Manager with responsibility aligned to plant needs (e.g. Operational Excellence Production Manufacturing Engineering or Integrated Startup Support).
What Youll Do
The list of activities required to stand up the plant is extensive and will eventually require more than one person to accomplish. They include:
End-to-End Factory Readiness Leadership Planning
Define and drive the plant readiness plan - from pre-completion through stable production.
Establish and run launch governance: escalation paths readiness reviews daily action tracking.
Lead readiness gates with clear entry/exit criteria:
Facility Ready
Equipment Ready
Process Ready
People Ready
Ramp Ready
Cross-Functional Startup Execution
Coordinate execution with appropriate leaders across Operations Engineering Automation Quality Supply Chain Maintenance EHS and IT.
Remove roadblocks and ensure decisions are made fast with facts.
Translate startup risks into mitigation actions with owners and dates.
Hiring Planning Partner with Plant and HR Leaders to:
Define/refine overall plant organization structure
Define hiring plans and timelines
Determine hiring approach & strategies with Talent Acquisition
Coordinate interviewing as needed
Operational Systems Build-Out
Partner with HR to define standard work training certification escalation and problem-solving processes are in place.
Partner with Quality to define inspection plans gage readiness traceability MRB/NCR processes.
Partner with Maintenance to define PM strategy spare parts readiness response models and reliability baselines.
Safety & Compliance Readiness Work with EHS Lead to:
Drive startup safety systems: machine safety readiness LOTO standardization chemical handling controls emergency response readiness.
Ensure the plant starts safely and sustains safety discipline during ramp pressure.
Material Flow & Logistics Readiness work with Supply Chain Lead to:
Define receiving storage line-side delivery and shipping processes are ready and controlled.
Establish inventory accuracy routines and visual material control methods.
Coordinate supplier readiness and internal logistics to protect shipment performance.
Support Production Launch & Ramp Stabilization work with production leaders to:
Lead startup ramp tracking: rate attainment downtime drivers scrap/yield labor efficiency.
Implement structured daily management routines (tier meetings SQDCP tracking top loss analysis).
Support creation and execution of the stabilization plan (first 90180 days of production).
Transition to Sustained Operations (Post-Launch)
Lead handoff into permanent site operating rhythm with measurable KPIs.
Ensure the plant manager and permanent leaders inherit stable processes documentation and control systems.
Transition into an ongoing leadership scope supporting long-term performance and continuous improvement.
Skills/Experience Were Looking For
815 years in manufacturing operations and plant leadership roles
Proven experience with at least one major:
Plant launch (greenfield or brownfield) Large-scale production transfer or commissioning/ramp of new automated lines
Strong working knowledge across:
Operations Safety/EHS Quality systems Maintenance Supply Chain/Logistics
Demonstrated ability to build operating cadence and solve problems under pressure
Strong stakeholder management and executive-level communication
Bachelors degree in Business Administration Operations Management Industrial Engineering or related field (Masters preferred)
Bilingual English/Spanish preferred
