The Associate Director 340B Policy will support Bristol Myers Squibbs policy strategy related to the 340B Drug Pricing Program across federal and state levels. This role will monitor and analyze evolving 340B legislation regulation and policy reforms; assess implications for the business and for patient access; and help develop and execute advocacy and engagement strategies aligned with enterprise Associate Director will collaborate closely with internal partners across U.S. Policy Federal and State Government Affairs Law Commercial and Market Access teams and will play a key role in preparing policy analyses position materials legislative language and advocacy tools to support BMSs engagement on 340B position requires strong policy acumen the ability to translate complex policy developments into clear business insights and a commitment to advancing policies that support patient access transparency and program integrity.

Key Responsibilities

  • Monitor analyze and interpret federal and state developments related to the 340B Drug Pricing Program including legislation regulatory proposals litigation activity and administrative guidance.

  • Assess the potential business operational and patient access implications of 340B-related policy and enforcement trends; develop summaries insights and recommendations for senior leaders.

  • Support development of BMS 340B policy positions advocacy strategies and engagement plans in partnership with Federal and State Government Affairs Legal Market Access and other internal stakeholders.

  • Draft and contribute to policy materials including talking points issue briefs legislative concepts comment letters external-facing statements and internal education materials.

  • Provide guidance to cross-functional colleagues on 340B-related policy risks and opportunities ensuring consistent internal alignment and messaging.

  • Support engagement with federal and state policymakers agencies and trade associations to help shape discussions related to modernization oversight program integrity and related reform proposals.

  • Track and assess interaction between 340B and broader federal and state health policy developments (e.g. Medicaid policy pricing reforms demonstration models).

  • Assist in developing tools and resources for federal and state advocacy teams to use in external engagement.

  • Represent BMS in policy forums workgroups and industry discussions as appropriate.

  • Support internal governance coordination and briefing processes related to 340B policy strategy.

Qualifications & Experience

  • Minimum 5-8 years of experience in health policy government affairs public payer strategy or related field.

  • Direct experience with the 340B program strongly preferred including familiarity with program structure stakeholders and historical reform efforts.

  • Understanding of Medicaid Medicare and broader U.S. health policy and reimbursement systems.

  • Strong analytical and strategic thinking skills with the ability to synthesize complex policy issues into clear actionable insights.

  • Excellent written and verbal communication skills including experience preparing policy briefs analyses and advocacy materials.

  • Demonstrated ability to collaborate across cross-functional teams and engage constructively with external stakeholders such as policymakers trade associations coalitions and consultants.

  • Bachelors degree in public policy political science health economics public administration or a related field required; advanced degree preferred.

  • Commitment to advancing sustainable policy solutions that ensure patient access to innovative medicines.

  • Domestic travel up to 20% as needed.

Compensation Overview:

Washington DC - US: $182070 - $220626

The starting compensation range(s) for this role are listed above for a full-time employee (FTE) basis. Additional incentive cash and stock opportunities (based on eligibility) may be available. The starting pay rate takes into account characteristics of the job such as required skills where the job is performed the employees work schedule job-related knowledge and experience. Final individual compensation will be decided based on demonstrated experience.

Paid Time Off

  • US Exempt Employees: flexible time off (unlimited with manager approval 11 paid national holidays (not applicable to employees in Phoenix AZ Puerto Rico or Rayzebio employees)

  • Phoenix AZ Puerto Rico and Rayzebio Exempt Non-Exempt Hourly Employees: 160 hours annual paid vacation for new hires with manager approval 11 national holidays and 3 optional holidays

Based on eligibility* additional time off for employees may include unlimited paid sick time up to 2 paid volunteer days per year summer hours flexibility leaves of absence for medical personal parental caregiver bereavement and military needs and an annual Global Shutdown between Christmas and New Years Day.

All global employees full and part-time who are actively employed at and paid directly by BMS at the end of the calendar year are eligible to take advantage of the Global Shutdown.

*Eligibility Disclosure: The summer hours program is for United States (U.S.) office-based employees due to the unique nature of their work. Summer hours are generally not available for field sales and manufacturing operations and may also be limited for the capability centers. Employees in remote-by-design or lab-based roles may be eligible for summer hours depending on the nature of their work and should discuss eligibility with their manager. Employees covered under a collective bargaining agreement should consult that document to determine if they are eligible. Contractors leased workers and other service providers are not eligible to participate in the program.
