POSITION OVERVIEW
DEFTEC is seeking a highly skilled Financial & MILCON Program Analyst to join our team supporting the USSPACECOM Program Management Office (PMO). This position plays a critical role in delivering DEFTECs mission of providing exceptional program and financial management expertise to our Department of Defense partners.
As a DEFTEC employee you will directly support USSPACECOMs MILCON program to relocate headquarters to Huntsville AL. You will manage planning programming budgeting and execution (PPBE) activities ensuring compliance transparency and timely delivery of resources to enable successful facility acquisition and mission activation.
JOB RESPONSIBILITIES:
- Prepare detailed program plans spend plans schedules and multi-year budget strategies; participate in fiscal planning with PMO leadership.
- Represent DEFTEC and USSPACECOM PMO in Financial Working Groups (FWG) Financial Management Boards (FMB) and decision forums; deliver clear actionable briefings to senior leaders.
- Document planning and programming in Air Force/Joint formats ensuring alignment with PPBE milestones and statutory requirements.
- Perform budget formulation and produce detailed analyses of annual and multi-year funding supporting the Presidents Budget.
- Manage daily oversight and reconciliation of current-year funds; monitor commitments obligations and expenditures for compliance and audit readiness.
- Forecast obligations/expenditures across Procurement O&M and MILCON appropriations tied to HQ facility acquisition and supporting infrastructure.
- Collaborate with stakeholders to realign funds submit UFRs develop requirement packages and respond to financial taskers.
- Support execution of the MILCON HQ project lifecycle including requirements validation 1391 development design acquisition strategy award planning construction phasing and occupancy.
- Coordinate with execution agents (USACE AFCEC GSA) to validate schedules risks obligations and contract actions; facilitate change management and reprogramming pathways.
- Utilize automated budgetary systems and tools such as WAWF PIEE EDA ADVANA CRIS DEAMS and Power BI to manage and report financial data.
- Prepare and submit directorate purchases via AF Form 9 MIPR MORD and OAC transfers.
- Provide financial advice and guidance to PMs Division Chiefs and leadership; ensure compliance with evolving DoD financial guidance.
- Prepare yearly budget calls and artifacts to support the PPBE process in support of USSPACECOM
QUALIFICATIONS:
Required Qualifications:
- 510 years of experience in DoD PPBE budget formulation and funds execution with direct support to acquisition or facilities programs.
- Demonstrated experience managing complex multi-year budgets and developing spend plans obligation/expenditure forecasts and financial risk controls.
- Proficiency with DoD financial systems and tools (DEAMS CRIS WAWF/PIEE EDA ADVANA Power BI).
- Strong analytical briefing and stakeholder engagement skills; comfortable presenting to senior leaders.
- Active Secret clearance.
Preferred Qualifications
- Experience supporting MILCON programs (DD Form 1391 development design/acquisition integration construction execution and turnover/activation).
- Familiarity with USACE/AFCEC/GSA roles in facility acquisition and activation.
- Working knowledge of DoD FMR concepts anti-deficiency controls and audit readiness.
- Prior support to USSPACECOM Air Force or Joint HQ-level programs.
- Top Secret with SCI
