Description of Work

This is a professional position that will plan manage and coordinate administrative and programmatic operations for probation/parole and special community supervision programs for a small Judicial District typically consisting of five units. The Judicial District Manager (JDM) oversees the daily operations and fiscal management of their assigned district while supervising a staff. The JDM is responsible for all personnel policies and procedures in the areas of retirement benefits performance evaluation disciplinary actions grievances investigations time/leave recording and staff development according to established Department of Adult Correction policy and procedures and as specified in North Carolina General Statues.

This position is multi-dimensional working in the functional areas of fiscal operations and personnel.

The salary range for this position is $55221.00 - $99639.00

Knowledge Skills and Abilities/Management Preferences

This position requires thorough knowledge of:

  • Foundational knowledge of NCVIP processes and related approaches for employee development including coaching mentoring discipline and accountability methods

  • Working knowledge of subordinate staff positions and DAC/DCS goals objectives and policy
  • Working knowledge of the N.C. General Statutes the Post-Release Supervision and Parole Commission and the Section of Prisons
  • Hands-on experience with case planning structured intervention worksheets and delegated authority; working knowledge of structured sentencing evidence-based practices JRA and motivational interviewing
  • Experience expressing ideas effectively and clearly in written and verbal communication

The Judicial District Manager (JDM) provides leadership to front line supervisors in the district offices and analyzes operations to assure sanction compliance by staff and determine trends in offender caseloads. JDM is responsible for developing appropriate staffing plans to meet offender needs in the district.

The JDM reviews the work performance of all subordinate personnel to ensure balance of work assignments and overall performance consistent with established work performance standards. This task is achieved through a variety of means including conducting random case audits reviewing printed data oral communication with front line supervisors web-based reports and the NCVIP performance evaluation system.


The JDM initiates approves updates and maintains written contract agreements with all placement agencies in the Judicial District and maintains security clearance to provide accuracy in CSAS (Community Service Automated System).

The JDM is responsible for the utilization of computer technology within the Judicial District. The JDM reviews and evaluates the work of staff and encourages or directs the use of such equipment to enhance employee efficiency improve supervision services promote public safety and reduce operational costs. It is the responsibility of the JDM to review technological needs and programs to ensure that employees are adequately trained to utilize the equipment to its greatest potential. As site security coordinator for the Judicial District the JDM is charged with the responsibility of ensuring that staff are assigned the appropriate security level and that authorized employees are granted access to obtain needed information.

The Judicial District Manager (JDM) is the chief liaison between the Division of Community Supervision the general public community agencies law enforcement and other criminal justice agencies.

The JDM is frequently requested to assume duties and special assignments that often have a major impact on the Divisions operations. Special assignments include but are not limited to serving on various committees and task forces serving on local community boards and committees conducting special investigations (i.e. death row clemency/pardons) disciplinary investigations public relations activities (i.e. job fairs festival booths civic organizations) and community policing.


This position has daily contact by telephone written communication and personal contact with various staff throughout the district including Chief Probation/Parole Officers Probation/Parole Officers Judicial Service Coordinators & Supervisors Probation/Parole Field Training Officers and administrative personnel. Other daily contacts may include Assistant Division Directors Division Directors Division Office personnel NCDAC Personnel Administrative staff including HR and purchasing staff MIS DAC Site Security personnel Criminal Justice agencies offenders community resources Judicial officials victims general public Chief Deputy Secretarys Office and Directors Office.


The Judicial District Manager (JDM) performs a considerable portion of his/her work in an office setting. However the varied responsibilities of the position require the JDM to travel in rural isolated areas prison units/facilities and heavily populated urban areas with high crime rates. The JDM is routinely expected and required to perform in environments that present imminent exposure to hostile situations and individuals including employees offenders and offender family members victims victim family members and citizens within the community.

Minimum Education and Experience

Some state job postings say you can qualify by an equivalent combination of education and experience. Bachelors degree from an appropriately accredited institution and four years of experience in either of the following roles: probation/parole officer or corrections administrator in a technical or administrative capacity involving the application and interpretation of policies and the development of procedures in assigned addition one year of experience is required in any of the following roles:

  • chief probation and parole officer
  • corrections supervisor or
  • corrections program administrator in a consultative capacity; or
  • an equivalent combination of education and experience.

Note: The Bachelors degree is a requirement. There is no equivalency for the four-year degree requirement based on N.C. Criminal Justice Education and Training Standards Commission.
Necessary Special Qualifications: Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.
