Description of Job

Auto Industry Division
The Auto Industry Division is responsible for regulating the Motor Vehicle and Powersports Industry with balanced emphasis on Education Compliance and Enforcement of applicable laws and regulations. The Division regulates with fundamental fairness by ensuring that three key components are the primary focus:
  • To educate and protect consumers.
  • To treat applicants and licensees fairly professionally courteously and efficiently;
  • To foster an honest and healthy industry within the State of Colorado and to ensure consumer confidence for in manufacture distribution and sale of all vehicles within the Divisions jurisdiction.
The unit is charged with ensuring that all licensees comply with Title 44 Article 20 parts 1 & 4 of the Colorado Revised Statutes and the related promulgated rules of the Colorado Motor Vehicle Dealer Board in addition to various federal laws and regulations.
This is accomplished by the formulation of effective and efficient licensing procedures quality background investigations of licensees and/or licensee applicants and complete and thorough enforcement investigations. When appropriate this unit can issue licenses refer licensing decisions to the Motor Vehicle Dealer Board close investigations or refer investigative results to the Board for administrative decisions and/or the local District Attorney for criminal filings.

This position is located in the Lakewoodofficeof theAuto Industry Divisionof the Specialized Business Group. This will be a first level supervisor who will be responsible for the day-to-day operations of the Licensing Team. Functions include first-level review of Motor Vehicle and Powersports license applications for Manufacturers Distributors Manufacturers Reps Business Disposers Dealers Wholesalers Auctions Salespeople and Buyers Agents and the background investigations conducted on these applications.

Job Duties:

Supervision

  • Serves as the supervisor for the Licensing Team; schedules work makes task and licensing assignments schedules leave and other time off reviews and approves time sheets reviews and corrects work conducts performance plans and appraisals; assigns reviews and approves training requests.
  • Reviews and assists in writing unit policies and procedures.
  • Fielding complaints against a staff member conducting an internal investigation and initiating corrective actions.

Regulatory Education and Enforcement

  • Monitors and develop schedules for direct reports.
  • Monitors ongoing licensing functions to ensure tasks are completed in timely manner.
  • Collaborates with applicants licensees and management in order to determine the appropriate course of action to accomplish the desired outcome.
  • Promotes positive relationships with licensees throughout the licensing process and resolves conflicts with licensees or directs them to the appropriate higher authority.
  • Communicate results (findings recommendations etc.) to the Licensing and Background Investigation Manager Deputy Director and/or Division Director.

Licensing

  • Position independently plans coordinates directs tracks supervises subordinate employees who perform these duties.
  • Responsible for the supervision and day-to-day operations of the Licensing Team.
  • Provides direction guidance and responds to questions from direct reports by addressing problem areas on a daily basis.

MINIMUM QUALIFICATIONS:

Experience Only:

Four (4) years of general clerical experience which must have included one (1) year at the level of an Administrative Assistant III or equivalent position.

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to four (4) years

Necessary Special Requirements:
  • Applicants must successfully pass a background investigation and a tax check prior to appointment to positions in the Auto Industry Division.
  • Must possess and maintain a valid Colorado Drivers License (at the time of application).

The preferred candidate will possess the following qualifications:
  • Knowledge of Colorado rules and regulations.
  • Demonstrated flexibility and ability to identify and handle simultaneous competing priorities often with minimal notice.

  • Ability to work independently and get assigned duties accomplished within the specified timeframes without needing to be reminded.

  • Create documents reports.
  • Proficiency in the Microsoft Office Suite.
  • Proficiency in Google Suite.
  • Proficiency in licensing software/databases such as MyLicense Office.
  • Experience with bookkeeping/accounting.


Conditions of Employment with theCDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.


As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.


Pursuant to theUniversal Driving Standards Policy any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy Motor Vehicle Records (MVRs) will be pulled for review for workers who:

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
