The role of the OSHR Chief Financial Officer is to provide leadership and oversight of accounting budgeting cash management and procurement. This position oversees the development and interpretation of policies and procedures to meet the needs of the Business Operations Office and is the lead contact with the Office of the State Controller Office of State Budget and Management Department of State Treasurer and Office of the State Auditor for the Office of State Human Resources (OSHR). This position has responsibilities in the following areas:

Financial Management/Accountability
Evaluates and develops the financial controls within the General Fund
Special Revenue Fund and Internal Service funds for recording budgets
revenues expenditures of state appropriation and other receipts.

Provides accurate and timely guidance to OSHR leadership and staff.

Serves as primary contact with the Office of the State Controller (OSC).
Ensures that all OSC policies procedures and directives including OSCs
annual memoranda are implemented.

Oversees the preparation of the departments financial statements and
footnotes (ACFR).

Responsible for quarterly and annual receivable (AR) reports. Responsible
for preparing and submitting to the Office of State Controller (OSC) the
annual cash management plan and other required reports.

Manage the requirements of the state-sponsored internal accounting
control program and oversee the Enhancing Accountability in Government
through Leadership and Education (EAGLE) to ensure adequate internal
accounting and management controls are established.

Serves as primary contact with the Office of State Budget and Management
(OSBM). Ensures that OSBM policies procedures and directives including
OSBMs annual memoranda are implemented.

Responsible for preparing and submitting annual required reports including
the annual fee report and the salary report.

Serves as primary contact with the State Auditors Office for annual
statewide financial statement or other audits conducted of OSHR.

Policy/Procedure Development
Interprets communicates and advises OSHR employees on fiscal and
administrative policy issues.

Advises OSHR executive staff on issues related to budgets expenditures
laws and regulations regarding OSHR funds.

Develops interprets and advises the Business Operations staff on policies
resulting from legislative action audit requirements and mandates from IT
procurement the DOA-Division of Purchasing and Contract OSBM and OSC
that impact the financial and administrative practices of Business
Operations.

Budget Development/Execution
Oversees the preparation of the base budget for all OSHR budget codes
which provides for the baseline operating budget for each year of the
biennium.

Prepares the certified budget for all OSHR budget codes.

Oversees the execution of the OSHR budget including allotments and
budget revisions prepared in accordance with the State Budget Act and
State Budget Manual.

Analyzes the operating budget and develops and manages Cost
Management Reporting to provide projections guidance knowledge and
understanding of spending data for decision-making to OSHR leadership.

Evaluates and monitors lapsed salary and salary reserve balances ensuring
a sound fiscal condition. Authorizes salary amounts and approves
personnel actions in the BEACON system.

Procurement Oversight
Ensure the OSHR provides effective and efficient procurement services
when purchasing goods and services.

Ensure an effective and efficient IT/Legal/Procurement and non-IT services
workflow templates and procedures are established.

Guide the IT/Legal/Procurement contract review team as IT contracts are
submitted.

Ensure that agency-wide needs are communicated to OSHR leadership.

System Administrator
Responsible for assigning assisting revoking and/or resume access to
users at OSHR (P-Cards administrator and manages security access of
Core-banking Bank of America-Works NCFS NCIBIS and NC e-
Procurement systems).

Knowledge Skills and Abilities/Management Preferences

  • Capable of leading collaborating and inspiring within a team-focused cooperative setting.

  • Familiarity with the North Carolina Financial System (NCFS) North Carolina Integrated Budget Information System (NC IBIS) North Carolina Integrated HR-Payroll System and North Carolina E-Procurement.

  • Understanding of relevant laws and regulations pertaining to State government budgeting and accounting such as the State Budget Act.

  • Demonstrated success in facilitating consensus on organizational change and/or policy development.

  • Strong written and verbal communication abilities capable of conveying ideas in both business-friendly and user-friendly terms.

  • Outstanding interpersonal negotiation and team-building capabilities.

  • Skilled in establishing and managing priorities effectively within a team context.

Minimum Education and Experience

Bachelors degree in accounting business finance public administration or related field from an appropriately accredited institution and six years of progressive accounting finance and/or budgeting experience including three years of supervisory experience; or equivalent combination of education and experience.

Necessary Special Requirement: May require a Certified Public Accountant certification.
