GENERAL DESCRIPTION:


The mission of the Wyoming State Engineers Office and Board of Control is to provide for thegeneral supervision and protection of both inter-and intra-state water of this state including theappropriation distribution and application to the beneficial use of water as provided under theprior appropriation doctrine while maintaining the flexibility within that framework to meet thechanging needs of the citizens of Wyoming.

This seasonal position has part time hours that are used to conducts water rights administration; acts as front-line contact for the public in assigned area enforces water law and administration; collects and provides water data and water rights information as requested; consults with water users and applicants explaining laws and policies practices and procedures. The bulk of the water season for this position occurs between April 15th to October 31st in which this position would have 10 to 15 hours of work per week.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Responsible for water administration in assigned water Districts.
  • Mediates disputes among water users.
  • Maintains gaging stations.
  • Manages assigned inspections and reports for the State Engineers Office.
  • Makes frequent flow measurements.
  • Inspects dams periodically with primary emphasis on safety.
  • Research water rights information.
  • Indexes and maps water rights in assigned districts.
  • Inspects water use facilities for permit compliance.
  • May operate State-issued vehicles equipped with monitored GPS.
  • Works a varied schedule that may include overtime and weekends.
  • Restricted annual leave between April 1st and September 30th annually to regulate wateradequately.

Qualifications


PREFERENCES:


Preference will be given to candidates with work experience in a regulatory occupation agriculture hydrology ranch or farm irrigation fieldwork and data collection engineering or experience with water use as it relates to water resource management.

KNOWLEDGE:


  • Knowledge of Wyoming hydrology water rights water measurement techniques practices and equipment; irrigation principles and practices; map reading and legal land descriptions; surveying principles is helpful.
  • Skill in interpersonal written and verbal communications; managing resources; computer applications (database spreadsheet presentation word processing GIS software); hydrologic data collection interpretation analysis and reporting; use of a variety of hydrologic measuring and monitoring equipment and tools for data collection; stream gaging telemetry and measuring device installation and maintenance.
  • Ability to work with a variety of people agencies and associations to facilitate the accomplishment of work goals and to build relationships with those you work with.

MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (typically in The Sciences)
Experience:
0-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural ResourcesTechnician
OR
Education & ExperienceSubstitution:
3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural ResourcesTechnician

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:


Position requires the physical ability to hike lift wade snowmobile and drive all-terrainvehicles and work in unpredictable and inclement weather conditions in remote areaswhile working alone.

  • This is an AT-WILL position and is appointed by the Governor pursuant to Wyoming Statutesand.
  • The selected candidate must successfully pass a background check.
  • This is a seasonal position and may work from April 1 through October 31 each year.
  • May require travel in State-issued vehicles equipped with monitored GPS technology will be required.
  • Annual leave is restricted between April 1st and September 30th annually.
