Job Summary

Position Summary

The Civil Engineer is an entry level engineering position in the Engineering Services Division of Operations and Maintenance and is responsible for assisting with the design construction inspection and management of public and private municipal infrastructure projects and will work under the general direction and supervision of the Assistant City Engineer. The Civil Engineer will provide design review and guidance on private developments in-house designed public projects and consultant lead projects. The Civil Engineer will also provide support for inspection and management of Right-of-Way permits.

Essential Duties and Responsibilities

  • Designs and manages construction administration of public improvement projects.
  • Manages construction inspection of public/private infrastructure projects.
  • Assists with the management of right-of-way permits and provide inspection of private utility work within the right-of-way or manage interns or other staff providing inspection services.
  • Assists Assistant City Engineer with administering the Citys Surface Water Management Plan and MS4 Permit.
  • Provides assistance to city engineer and division staff regarding information requests from residents city council other city staff government agencies and private consultants.
  • Coordinates with outside agencies such as watersheds Hennepin County MnDOT DNR and others on projects grant applications and other coordinated efforts.
  • Assists in responding to resident calls issues and requests.
  • Manage Blue Line Extension LRT Project and impacts on the City and infrastructure.
  • Oversees contractors and consultants on a project by project basis and manages individual project budgets.
  • Performs other duties as assigned.

Minimum and Desired Qualifications

Education
Bachelors degree in engineering.

Experience
Two (2) years of Civil Engineering experience or equivalent combination.

Licenses/Certifications

  • Valid drivers license.
  • Professional Engineering License within 2 years of hire.
  • Erosion and Sediment Control Certificate within 1 year of hire.
  • MnDOT Technical Certification within 1 year of hire.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge Skills and Abilities

  • Knowledge of civil engineering principles practices and methods in the areas of highway and bridge design construction methods and materials traffic control systems and devices highway maintenance and drainage systems.
  • Knowledge of federal state and local laws rules and regulations relating to highway bridge and ditch systems designs construction and maintenance land acquisition and traffic control.
  • Working knowledge of federal and county state aid funding programs and methods of obtaining project approvals.
  • Ability to effectively communicate both orally and in writing have strong positive public relations skills and to present technical information to a variety of audiences.
  • Ability to perform work involving complex and significant variables requiring analytical ability and inductive thinking in adapting policies procedures and methods to fit situations.
  • Working knowledge of local state and federal statutes laws and ordinances relevant to department operations.
  • Ability to create and support effective working relationships within and between divisions departments and outside agencies.
  • Working knowledge of computer applications.
  • Ability to use survey tools and GPS data collector.
  • Proven ability and demonstrated commitment to an inclusive workplace related to racial equity diversity and inclusion.

Desired Qualifications
  • 2 years minimum experience in a municipal or county engineering environment.
  • Fluency in Spanish Hmong Russian Somali Lao or Vietnamese language(s).
Working Conditions
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is required to:
  • This is a full-time exempt non-union position with a flexible schedule to include a standard 8-hour work day Monday through Friday.
  • Work is conducted both indoors and outdoors. Employee is subject to both inside and outside environmental conditions. Exposure to adverse weather conditions and/or in the presence of heavy construction equipment may occur on project sites. Employee is subject to noise but generally free from additional work hazards.
  • Regularly read and interpret documents and other written material.
  • Regularly communicate and exchange information with others in person over the telephone and using written communication methods.
  • Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.
  • Occasionally traverse around the City to meetings or events operating City vehicles as needed.
  • Regularly use computers and other office equipment such as a copy machine printer and telephone as well as equipment/tools consistently found in municipal engineering and planning.
  • Occasionally move or transport items weighing up to 25 pounds.
