Position Summary:

Facilities Management and Ancillary Services (FMAS) is the steward of McGill Universitys physical campuses and infrastructure. It oversees the management of the Universitys facilities portfolio in support of institutional strategic priorities and operational needs. FMAS comprises more than 400 employees organized under four functional pillars: Integrated Planning Project Delivery Operations and Ancillary and Support Services.

The Senior Director Integrated Planning reports to the Associate Vice-President (Facilities Management and Ancillary Services) and is responsible for establishing planning organizing and controlling budgetary and financial activities of Building Sustainment and Campus Planning. The incumbent provides leadership to directors under his/her responsibilities in the strategic planning of budget policies procedures and processes. The incumbent ensures their alignment with Facilities Management and Ancillary Services mission and strategic plan.

Primary Responsibilities:

  • Establishes the strategic direction of the unit and oversees the implementation of short- and long-term plans related to the function of campus facilities real estate and space planning including budget policies procedures and processes. Defines and implements key performance indicators aligned with Facilities Management and Ancillary Services strategic plan and operations.
  • Directs the directors of Building Sustainment and Campus Planning in their day-to-day operations. Provides operational leadership regarding units goals and objectives.
  • Directs:
    • All campus planning strategic plans including the Master Plan and Real Estate Strategy and the management of its portfolios including leases acquisitions and disposals and space allocation.
    • All building and related sustainment infrastructure strategic plans including deferred maintenance capital renewal and asset performance and the University wide portfolio management process and governance for capital projects.
  • Establishes and directs annual operating and capital budgets of the unit under his/her authority. Authorizes expenditures and ensure compliance with the University and the units budget priorities. Assesses budgetary impacts resulting from organizational and/or operational changes in Facilities Management and Ancillary Services.
  • Establishes training needs and works with his responsible directors in developing training programs or in scheduling outside resources to address training needs for the directors and their units.
  • In collaboration with the directors evaluates the effectiveness of the units services to the campus. Develops methods of improving / expanding these services while ensuring integration with other FMAS processes.
  • Provides leadership and direction to McGill community on the delivery of services related to Building Sustainment and Campus Planning.
  • Fosters relationships with McGills stakeholders and external organizations related to these units.
  • Ensures that all the responsible units work is completed in compliance with the University policies and regulations and with Government building and construction rules and regulations.
  • Directs and assures in conjunction with other Facilities Management and Ancillary Services units that Building Sustainment and Campus Planning guidelines and standards are implemented and adhered in all renovation and/or construction.
  • In collaboration with the directors and other internal stakeholders negotiates service agreements related to their units.
  • Directs the transformation of Integrated Planning as it evolves in keeping with the university-wide Horizon McGill initiative and objectives.

Other Qualifying Skills and/or Abilities:

MBA or postgraduate studies in finance or a related field is an asset.

Ten (10) years of experience supervising teams including leadership of professional staff.

Excellent organizational leadership and delegation skills with a demonstrated ability to work collaboratively across diverse teams.

Strong written presentation and oral communication skills in both English and French with the ability to communicate effectively with internal stakeholders at all organizational levels as well as external partners and authorities.

Technical expertise in facilities management including knowledge of compliance obligations and regulatory frameworks.

Team management skills and ability to communicate diplomatically and firmly. Superior persuasion and negotiation skills including the ability to diagnose key issues and achieve consensus.

Advanced problemsolving and changemanagement abilities with demonstrated success leading organizational or process transformations.

Work experience at a senior management level in an academic and corporate environment is a strong asset.

Demonstrated ability to strategically prioritize and manage multiple tasks and projects in a dynamic and evolving environment.

Demonstrated technical skills appropriate to facilities planning asset management and infrastructure strategy.
