Job Description

Salary Range: $79.37 - $94.49

Position Summary

Reporting to the Vice President Finance and Corporate Services & Chief Financial Officer the Director Finance provides enterprise-wide leadership and oversight of the hospitals financial operations planning reporting treasury and internal control environment.

The Director is responsible for advancing financial strategy strengthening fiscal stewardship optimizing funding opportunities and ensuring regulatory compliance while fostering a culture of accountability collaboration and continuous improvement.

As a key member of the leadership team the Director partners closely with clinical and operational leaders to align financial planning with organizational priorities and strategic objectives.

Key Responsibilities

Strategic Financial Leadership

  • Provide strategic financial advice and insights to the CFO Executive Team Directors Council and Board Committees to support informed decision-making.
  • Lead the development of multi-year financial and capital plans aligned with CMHs strategic priorities.
  • Drive financial sustainability in a dynamic provincial funding environment.
  • Act as a key liaison with external partners including the Ministry of Health (MOH) Ontario Health as well as hospital and community partners

Financial Planning & Reporting

  • Oversee the preparation of accurate timely monthly and annual financial statements with meaningful variance analysis and forecasting.
  • Lead the annual operating and capital budget process multi-year forecasts and long-range financial plans in collaboration with clinical and operational leaders ensuring alignment with organizational goals and service delivery requirements.
  • Strengthen forecasting capabilities and financial analytics to support proactive decision-making.

Funding Optimization & Performance

  • Maximize revenue through effective management of performance-based funding initiatives including Growth and Efficiency Model (GEM) Quality-Based Procedures (QBP) and Post-Construction Operating Plan (PCOP) funding.
  • Monitor and respond strategically to evolving Ministry funding policies and healthcare system reforms.

Financial Operations & Controls

  • Ensure effective payroll accounts payable accounts receivable general ledger financial analysis and budgeting functions.
  • Ensure a strong internal control framework that safeguards public funds and organizational assets.
  • Provide oversight of year-end audit processes and ensure full compliance with regulatory and MOH reporting requirements and timelines.

Treasury & Risk Management

  • Oversee cash flow management banking relationships investments and insurance programs.
  • Monitor financial risk exposure and implement mitigation strategies.

Organizational Partnership

  • Act as a strategic financial partner to operational leaders the CMH Foundation and Volunteer Association.
  • Support and build financial literacy and accountability across the organization.
  • Support business case development financial modelling and return on investment analysis for new initiatives capital projects and procurement decisions.
  • Contribute to capital and funding/ procurement contract negotiations.

People & Culture Leadership

  • Lead mentor and develop a high-performing finance team.
  • Foster a culture of collaboration continuous improvement and professional growth.
  • Champion CMHs values of Caring Collaboration Accountability Innovation and Respect.

Qualifications & Experience

Education & Credentials

  • Bachelors degree in Commerce Business Finance or related field.
  • Professional accounting designation (CPA or equivalent).

Experience

  • Minimum 710 years of progressive financial leadership experience.
  • Demonstrated experience in hospital or complex healthcare finance.
  • Experience working within a publicly funded environment and familiarity with Ministry of Health reporting requirements.
  • Proven success leading budgeting forecasting audit and financial reporting functions.
  • Experience presenting financial information to senior leadership and/or Board Committees.

Technical Expertise

  • Advanced knowledge of MIS guidelines.
  • Proficiency in financial systems financial modelling and advanced spreadsheet applications.
  • Understanding of procurement practices and the Broader Public Sector Procurement Directive.
