JOB OVERVIEW

Reporting to the Senior Manager Environment Health & Safety - Fisheries the Environmental Advisor Fisheries provides technical leadership and regulatory support to ensure OPGs Federal Fisheries Act Compliance and commitments are implemented effectively. This role supports environmental program delivery and compliance performance with a focus on fisheries management aquatic habitat protection permitting/authorizations and technical studies related to fish populations and fish habitat.

The successful candidate will work closely with internal station teams and corporate functions and will maintain constructive relationships with provincial and federal agencies to support approvals authorizations and ongoing compliance.

KEY ACCOUNTABILITIES

  • Support implementation and continuous improvement of OPGs Environmental Management System (EMS) and related environmental programs with an emphasis on fisheries and aquatic habitat outcomes.
  • Lead and support the planning design and execution of technical studies and monitoring programs related to fish populations and fish habitat (field and analytical components).
  • Prepare submit and support execution of fisheries-related permits approvals and authorizations (e.g. applications supporting documentation compliance plans reporting). Provide regulatory interpretation and practical compliance advice to operational and project teams including identifying risks recommending controls and supporting corrective actions.
  • Liaise with and represent OPG in engagements with regulators and agencies (e.g. Fisheries and Oceans Canada (DFO) Ministry of the Environment Conservation and Parks (MECP) Ministry of Natural Resources (MNR) and other applicable authorities) to support permit conditions authorizations and compliance expectations
  • Coordinate environmental governance documentation program standards and supporting procedures; ensure documentation remains current and aligned with regulatory and corporate requirements and monitor and evaluate environmental performance using data and metrics; support audits self-assessments non-conformance management and performance improvement planning.
  • Prepare high-quality internal and external reports and communications including technical summaries compliance reporting and briefings for senior leaders and other stakeholders.
  • Participate on internal and external committees and working groups to support fisheries management environmental stewardship initiatives and regulatory modernization efforts where relevant.
  • Contribute to business planning and budgeting by identifying program needs resource requirements and opportunities to improve environmental outcomes and operational efficiency and provide guidance and oversight to staff or consultants as required for specific studies and programs.

QUALIFICATIONS

  • A four-year university degree in an appropriate field such as Engineering Environmental Science Biology Ecology or a related discipline.
  • 68 years of progressive experience in environmental management environmental compliance fisheries management aquatic ecology permitting and/or environmental monitoring programs (RA)
  • Demonstrated experience designing and executing environmental field programs and technical studies (including data analysis interpretation and defensible reporting).
  • Strong working knowledge of applicable environmental legislation approvals and permitting processes relevant to fisheries and aquatic habitat protection.
  • Proven ability to engage effectively with regulators and external stakeholders influence outcomes and manage relationships in a professional and credible manner.
  • Experience working with Indigenous communities including participating in engagement or consultation activities related to environmental studies or project planning. Demonstrated ability to build respectful collaborative relationships and incorporate community knowledge and perspectives into environmental decision-making.
  • Strong written and verbal communication skills including experience preparing technical reports compliance submissions and briefings for internal leadership audiences
  • Strong analytical and problem-solving capability with the ability to translate technical findings into practical recommendations for operational teams be proficient with common data and reporting tools (e.g. Excel and presentation tools).

The base salary range considers many factors including but not limited to experience education and training including any collective agreement requirements for union represented positions.
