The Work Unit:
This position is housed in the Center for Health and Environmental Data (CHED) which is comprised of six programs including the Office of the State Registrar of Vital Statistics (OSRVS). The Office of the State Registrar of Vital Statistics is responsible for the stewardship and preservation of Colorado vital records.


This position is housed in the Vital Records Records and Data Integrity Unit which exists to provide records management fraud prevention and quality assurance activities. The unit is responsible for analyzing evaluating auditing implementing and providing training on all processes which control the maintenance security and use of program records. The unit compiles and analyzes data for activity and utilization reports to ensure the integrity of all vital records data via quality assurance and quality control methods. The unit applies legal requirements regarding confidentiality and manages access and retention of official records and their life cycle. The unit investigates suspected fraud and potential criminal activity involving birth and death certificates and provides assistance to citizens who have been victimized by fraud or identity theft involving birth or death certificates. The unit also contributes to the programs business continuity plan disaster recovery plan records retention plans data destruction plans etc.

The Position:

This position assists in the coordination of the Vital Records Offices fraud prevention records and quality assurance activities including: analyzing evaluating auditing maintenance security and use of program records. Compiles and analyzes data for activity and utilization reports applies legal requirements regarding confidentiality access and retention of official records to enforce policies and procedures for state and local vital records offices.

Responsible for processing data including creating downloading uploading and transmitting data files from Vital Records systems to the National Center for Health Statistics (NCHS) and other jurisdictions via secured web based systems and pulling returned coded data files from the secured systems and uploading to Vital Records systems.

Provides technical and administrative assistance to law enforcement agencies in the investigation and prevention of fraud and potential criminal activity involving birth and death certificates. Security paper management including performing regular audits of security paper usage at State and Local level and investigating any discrepancies voiding and unvoiding security paper as needed and overseeing security paper logs. Performing fraud prevention activities including linking birth and death records preparing and distributing fraud alert notices and assisting customers with reports of lost and/or stolen certificates.

Assists in records managements duties which include reviewing vital records from local offices (birth and death) to ensure they are accounted for in the Colorado Vital Records systems perform data entry on missing records as needed and advise on updates to retention schedules.

Minimum Qualifications:

Four years of experience in an occupational field related to the work assigned to the position.

Substitutions:
Appropriate education will substitute for the required experience on a year-for-year basis. A bachelors degree from an accredited college university or non-correspondence school course in business public health or closely-related field may substitute for the required experience.
