Job Summary

Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS)Fiscal Services Divisionis responsible for developing implementing and monitoring all the Agencys budget activities. This encompasses the biennial budget process annual budget implementation and projecting federal budget estimates. The Division is also responsible for the management of the Agencys revenue disbursements and financial obligations as well as performing daily federal cash draws reconciles and reports on federal grant status. What You Will Do:

The primary purpose of this position is to prepare maintain monitor and analyze fiscal grant activity for funds awarded by the Department of Health and Human Services (HHS) Department of Labor (DOL) and US Department of Agriculture (USDA). In this position you will:

  • Prepare and maintain chart of accounts related to federal grants.
  • Ensure grant revenues & expenditures are uniquely tracked pursuant to financial & grant award reporting requirements.
  • Reconcile grant revenue and expenditures to state budgets.
  • Analyze available cash and ensure grant spending does not exceed period of availability.
  • Prepare analyze and report results of grant and federal fund status reports.
  • Assist with federal cash draw downs and federal reporting of expenditures.

This position requires attention to detail and the ability to analyze large data sets cash flow reconciliation of fiscal data expenditures and budget reports. You will routinely communicate with Office management federal and state auditors and ODJFS fiscal teams. Effective and clear communication and problemsolving skills are essential. Knowledge of the states Ohio Administrative Knowledge System (OAKS) and federal systems is a plus.

Location: This position will be headquartered at the Rhodes State Office Tower 30 East Broad Street Columbus OH 43215

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Travel: Travel required as needed. Must provide own transportation or to operate a state vehicle you must have a valid drivers license.

The ideal candidate at minimum must have the following:

OPTION 1:

  • 3 yrs. experience in budgeting that included fiscal analysis management & control (e.g. probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

- OR -

OPTION 2:

  • Completion of undergraduate core program in accounting public finance public administration or business administration; 12 mos. budgeting that included fiscal analysis management & control (e.g. probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

- OR -

OPTION 3:

  • Completion of graduate core program in accounting public finance public administration or business administration which included coursework in quantitative/statistical analysis (e.g. probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).

- OR -

OPTION 4:

  • Equivalent of Minimum Class Qualifications for Employment noted above.

Pay Information

This position is in the State of Ohios OCSEA Pay Schedule Pay Range 32. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $30.55 per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
