Description

  • Supply Ontario seeks an accomplished Senior Portfolio Manager to lead the strategic implementation and operationalization of our Enterprise Technology Transformation portfolio within the broader organizational strategy for digital modernization. This a high-impact role shaping how we modernize cloud data digital platforms procurement technology and enterprise systems across Ontarios public sector.
  • This role sits at the intersection of strategy delivery governance and executive leadership and plays a key part in evolving our Technology Delivery Office (TDO) / PMO into a modern value-driven portfolio function.
  • A core outcome for this role will be to establish our core technology platforms as clearly defined value-added services for the organization with a repeatable factory model for how those services are designed delivered and consumed by the business.
  • The Portfolio Manager will operate within a sophisticated multi-stakeholder environment that includes Supply Ontario OPS ministries and BPS organizations requiring exceptional leadership capabilities and proven expertise in managing large-scale technology transformations within government environments.

Required Skills:

Responsibilities:

Strategic Portfolio Leadership

  • Develop and execute portfolio strategy aligned to the Enterprise Technology roadmap and organizational objectives
  • Lead governance across initiatives including cloud transformation data platform migration digital procurement solutions and enterprise security programs
  • Drive alignment between technical delivery and business outcomes
  • Build and maintain executive-level stakeholder relationships across Supply Ontario OPS ministries and the broader public sector

Technology Delivery Office (TDO) Leadership

  • Lead the continued evolution and maturation of the Technology Delivery Office (TDO) as the central portfolio and delivery function for Enterprise Technology
  • Establish and operationalize TDO governance intake prioritization and delivery frameworks
  • Define and maintain the Enterprise Technology service catalogue and intake-to-delivery lifecycle
  • Implement standardized TDO processes templates and reporting across initiatives
  • Build portfolio dashboards metrics and executive reporting
  • Strengthen vendor governance financial transparency and delivery accountability
  • Partner with Enterprise Architecture Product and Operations to ensure end-to-end alignment

Program & Project Delivery Excellence

  • Oversee concurrent workstreams including cloud infrastructure enterprise systems data platforms and security initiatives
  • Implement strong program governance and decision-making frameworks
  • Coordinate delivery across vendors consultants and internal teams
  • Lead integrated risk management across technical and organizational domains

Enterprise Technology Service Model (Factory)

  • Define and operationalize a repeatable Enterprise Technology service delivery model
  • Establish service design intake prioritization and delivery workflows
  • Develop standardized processes templates and SOPs
  • Lead development of training documentation and communications to support adoption
  • Enable stakeholders to easily consume and derive value from platforms
  • Transition Enterprise Technology from project-based delivery to a scalable services organization

Technical Product & Platform Leadership

  • Lead roadmap development for enterprise platforms including digital procurement vendor systems and integrations
  • Establish product backlogs aligned with business priorities and technical constraints
  • Drive requirements management across complex stakeholder environments
  • Champion user-centred design and benefits realization

Portfolio Optimization & Governance

  • Establish portfolio KPIs and performance measurement frameworks
  • Lead investment prioritization and resource allocation
  • Drive continuous improvement and portfolio optimization
  • Ensure alignment with Enterprise Architecture and governance standards

Change Management & Organizational Enablement

  • Develop and execute change management strategies for technology adoption
  • Lead agile coaching and delivery practice improvement
  • Establish training and capability development programs
  • Drive communication strategies to ensure stakeholder engagement and buy-in

Vendor & Resource Management

  • Manage relationships with implementation partners and technology vendors
  • Oversee resource allocation and capacity planning
  • Monitor portfolio budgets and financial performance
  • Lead vendor performance measurement and optimization

Risk Management & Quality Assurance

  • Implement portfolio risk management frameworks
  • Ensure compliance with security privacy and technology standards
  • Coordinate threat assessments and compliance activities

  • Lead post-implementation reviews and optimization initiatives

Additional Terms

Performance Expectations

  • Quarterly performance reviews against agreed-upon objectives and deliverables

  • Adherence to all Supply Ontario policies procedures and professional standards

Work Arrangements

  • Hybrid work arrangement with minimum 2-3 days per week on-site at Supply Ontario offices
  • Flexibility to adjust schedule based on project needs and stakeholder availability
  • Availability for occasional evening/weekend work during critical project phases

Intellectual Property and Confidentiality

  • All work products documentation and intellectual property created during the engagement remain the property of Supply Ontario
  • Strict adherence to confidentiality agreements and data protection protocols
  • Non-disclosure agreement required as condition of engagement
  • Return of all Supply Ontario property and materials upon contract completion

Probationary Period

  • Initial 90-day probationary period to assess fit and capabilities
  • Clear performance objectives to be established within first 30 days
  • Bi-weekly check-ins during probationary period
  • Option to terminate with 5 business days notice during probationary period

Early Termination Provisions

  • Supply Ontario may terminate the contract with 10 business days written notice without cause
  • Immediate termination for:
    • Breach of confidentiality or security protocols
    • Failure to meet minimum performance standards after documented warning
    • Violation of Supply Ontario policies or professional conduct standards
    • Misrepresentation of qualifications or experience
    • Extended unavailability without approved leave

Extension and Renewal Provisions

  • Contract extension is at the sole discretion of Supply Ontario
  • Extension decisions will align with Supply Ontarios internal procurement policies and procedures
  • Factors considered for extension include but are not limited to:
    • Achievement of defined deliverables and performance metrics
    • Ongoing organizational need for services
    • Budget availability and value for money
    • Contractors demonstrated reliability and cultural fit
    • Project continuity requirements
  • Extension terms:
    • Maximum extension periods as per Supply Ontario procurement policy
    • Rate adjustments if any must align with approved rate cards
    • Additional or modified terms may be introduced during extension
  • Extension process:
    • Review initiated minimum 30 days before contract end date
    • Appropriate management approvals as per delegation of authority
    • Written notice of extension decision provided minimum 30 days before contract end
  • No guarantee or implicit right to extension regardless of performance
  • Supply Ontario reserves the right to:
    • Modify role requirements during extension period
    • Adjust work arrangements and conditions
    • Implement new policies or procedures
    • Require additional qualifications or certifications
  • Contractor acknowledgment:
    • No expectation of automatic renewal
    • Extension discussions do not constitute commitment
    • Rights to compete for other opportunities if extension not granted
