Senior Field Service Engineer (FSE)
Role Description We are seeking a highly motivated Field Service Engineer (FSE) to provide installation maintenance and sustainment support for critical Security Systems used by the U.S. Navy. This role is based at the NIWC San Diego Old Town Facility (OTC). The FSE serves as the primary technical representative on-site ensuring the operational readiness of specialized systems within the OTC ESS LAB.
Primary Responsibilities & Technical Execution
- System Sustainment: Perform corrective maintenance for PSAC-EA NPACS LAMAS vLAMAS and GBRS systems.
- Lab Operations: Support and sustain OT2/OT3 PSAC-EA Lab systems including PSIMS ENERMS ACSI MIDF PIDF Lenel ACS Milestone and Bosch/Hirsch IDS.
- Infrastructure & Relocation: Coordinate the physical movement of all systems from Building OT2 to OT3 providing all necessary cabling power upgrades mounts and conduits.
- Installation & Testing: Lead the physical installation and configuration of Long-Range Radar and EO/IR camera surveillance systems (Clear Align/FLIR).
- Hardware Validation: Build and test lab-related systems and develop Test Plans Procedures and Inspection Reports for system validation.
Field Operations Behavior & Compliance
- Configuration Control: Adhere to the CNIC Enterprise Change Request (CR) process for all software updates access controls and hardware replacements.
- Documentation Standards: Develop 90% Drawings and produce Final As-Built Drawing Packages within one month of installation or relocation.
- Logistics & Inventory: Manage and maintain inventory of all lab equipment within the AIM system using the CNIC A033 format.
- Reporting: Submit weekly status reports identifying Lab CR status assigned tasking progress and POAM risks.
- Safety & Security: Maintain Lab Standard Operating Procedures (SOPs) and adhere to all safety processes and security policies during maintenance.
Qualifications
- Vendor Support: Must maintain required qualifications in accordance with system vendors to receive direct vendor support.
- Training: Develop and deliver formal training to U.S. Navy and Coast Guard personnel on system operations and troubleshooting.
- Technical Compliance: Ensure all lab materials used are Trade Agreements Act (TAA) compliant.

- Education: Bachelors degree in Electrical Engineering Electronics Technology Computer Engineering or a related technical field. (Extensive field experience with Navy Electronic Security Systems (ESS) may be substituted for a degree.)
- Experience: Minimum of 5 years of hands-on experience in the installation and repair of complex electronic systems. Must have a minimum of 2 years supporting DoD systems specifically within a lab or operational environment similar to the OTC Operational Platform.
- Clearance: Must possess or be immediately eligible to receive an Active DoD Secret security clearance.
- Technical Skills:
- System Knowledge: Demonstrated proficiency in sustaining and troubleshooting PSAC-EA NPACS LAMAS vLAMAS and GBRS systems.
- Infrastructure: Expertise in physical move and install operations including cabling power upgrades mounts and conduits.
- Network & Hardware: Ability to maintain and troubleshoot lab network environments (PSNet/EAE) and coordinate with Network Operation Centers (NOC).
- Configuration Management: Proficiency in maintaining Baseline Configurations and adhering to Enterprise Change Request (CR) approval processes.
- Documentation: Ability to develop and maintain Test Plans Test Procedures and produce 90% Drawings and Final As-Built Drawing Packages using Visio or similar tools.
- Travel Requirement: Primarily local to NIWC San Diego Old Town Facility. Must be willing to support occasional movement of systems between OT2 and OT3 facilities and provide support for remote site re-accreditations as directed.
- Physical Requirements: Must be able to lift up to 50 lbs climb ladders and work safely at heights and in various environmental conditions (extreme heat/cold).

- System Specific Certifications: Required qualifications in accordance with system vendors (e.g. SIS Everbridge Peraton Milestone Lenel Bosch or Hirsch) to receive direct vendor support.
- Logistics & Inventory Behavior: Experience managing and tracking equipment and parts inventory within the AIM system using CNIC A033 formats.
- Compliance & Cybersecurity: Familiarity with the Risk Management Framework (RMF) and experience supporting ATO/MFR packages STIGS and cybersecurity workforce reporting.
- Technical Drawing: Direct experience with Redlining existing drawing packages and documenting hardware or component replacements.
- Standardization: Experience updating and maintaining Lab Concept of Operations and Standard Operating Procedures (SOPs).
