The Work Program Manager (WPM) provides day-to-day operational and program support to Regional Program Managers across NI/SI and Coastal teams at BC Hydro. This role is designed to build future program management capability by developing cross-program knowledge learning core systems and processes and supporting foundational project and operational tasks.
The WPM ensures continuity of operations during high-demand periods corrective work events and planned outage support while contributing to the successful delivery of low to medium risk infrastructure projects.
General Description
The Project Manager Infrastructure Level 1 is responsible for supporting and leading the successful completion of low to medium risk infrastructure and construction projects by coordinating cross-functional multi-disciplinary teams. Projects are delivered safely with quality within budget and on schedule.
This role supports both capital project delivery (generally up to $20 million) and ongoing transmission program operations including corrective and reliability-driven work.
Key Responsibilities
Program & Operational Support
Provide operational and administrative support to Regional Program Managers across multiple transmission programs.
Support corrective and trouble response events including coordination documentation and tracking.
Assist in planning scheduling execution monitoring and reporting for program and project work.
Manage routine cross-program tasks to reduce workload pressures on senior program managers.
Support continuity during high-demand periods and outage events.
Project Delivery & Infrastructure Management
Develop and maintain project plans risk management plans action logs communication plans and status reports.
Monitor project benefits resources scope and status throughout the project lifecycle.
Support infrastructure and construction projects (generally up to $20M capital cost).
Coordinate quality assurance engineering inputs stakeholder engagement regulatory approvals procurement planning and controls construction activities pre-commissioning safety and employee relations.
Complete scoping planning monitoring and reporting activities using project management best practices.
Contribute to post-implementation reviews and closeout documentation.
Delivery Support Team Functions
Support material coordination contract administration and vendor billing processes.
Collect review and maintain program workplans.
Submit workplans for pre-screening and ensure updates are reflected in PGTAR.
Process and track Work Change Requests (WCRs) to completion.
Update monthly KPI reports.
Assist with program closeout documentation and financial reconciliation activities.
Systems Tools & Technical Learning
Develop proficiency in PGTAR SAP Work Plan tools Unit List tools and WCR workflows.
Update and maintain data accuracy across planning and program management platforms.
Learn foundational transmission construction and maintenance standards using internal repositories (e.g. SafeHub).
Support data analysis and documentation to assist reliability decision-making.
Corrective Work & Reliability Support
Support prioritization and coordination of corrective transmission work.
Contribute to managing increasing corrective work demand.
Prepare documentation and analysis to support reliability planning and operational decision-making.
Stakeholder & Field Coordination
Maintain strong working relationships with customers engineers field crews contractors and internal stakeholders.
Communicate effectively through verbal written and presentation formats.
Travel to remote transmission sites as required.
Operate 4x4 vehicles in challenging terrain to support corrective and outage response.
Assist with field verifications outage coordination and site readiness under guidance from senior program managers or Field Operations.
Experience & Qualifications
Minimum five (5) years of project or program management experience or equivalent.
Bachelors degree in Engineering Business Economics or related discipline.
Bachelors degree in Engineering considered an asset.
Project Management Professional (PMP) designation preferred.
Intermediate proficiency in Microsoft Office (Word Excel PowerPoint Project).
Advanced English communication skills (written and spoken).
Basic understanding of project or program management principles.
Strong organizational prioritization and multitasking abilities.
Excellent interpersonal and stakeholder engagement skills.
Willingness to learn multiple program areas and adapt to changing priorities.
Comfortable working collaboratively with Field Operations Engineering Work Delivery and other stakeholder groups.
