SUMMARY
The primary purpose of this position is to support policy and supportive housing initiatives ensuring alignment with federal and state requirements. The incumbent assists with programs such as the State Rental Assistance Program Section 811 Project Rental Assistance HUD Boutique Vouchers and recovery housing efforts. Collaborates with advisors boards and task forces on homelessness prevention community development and emergency planning.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities duties and skills may be required and assigned as needed.
Supports and assists DSHA policy and supportive housing initiatives ensuring alignment with agency goals and federal/state requirements.
Assists with higher-level operations such as the State Rental Assistance Program Section 811 Project Rental Assistance Program HUD Boutique Vouchers and recovery housing initiatives.
Assists the Supportive Housing Advisor on boards councils and task forces related to supportive housing homelessness and community development.
May serve as a hearing officer for public housing state vouchers and federal voucher application and eligibility processes determination and terminations of housing assistance ensuring fair and consistent determinations as needed.
Collaborates with the Emergency Management Advisor to develop and maintain emergency response and continuity plans for public housing sites.
Assists in advancing DSHAs homelessness prevention and reduction efforts including but not limited to supporting the Supportive Housing Advisor with participation in the Interagency Collaborative to End Homelessness.
Assists with the creation of presentations Memorandums of Understanding and partnership agreements.
Collaborates with multiple DSHA divisions to further housing-related initiatives in Delaware.
Performs other related duties as assigned.
JOB RESPONSIBILITES
Knowledge of the general operations and procedures of DSHA HUD Federal and State programs and properties.
Ability to orient other employees and to explain organizational policies rules regulations and procedures.
Knowledge of U.S. Department of Housing and Urban Developments (HUDs) housing programs.
Familiarity with affordable housing policy and programs especially as it relates to the Public Housing programs.
Ability to analyze federal legislation and regulations.
Strong oral and written communication skills.
Knowledge of federal policy and rulemaking procedures and processes.
Strong qualitative and quantitative research and analytical skills.
Ability to work independently and stay up to date on relevant topics.
MINIMUM QUALIFICATIONS
One year of professional experience in housing homelessness services public policy social services community development or a closely related field
Bachelors degree in planning public policy social work public administration or related field preferred but comparable experience or education will be considered
Experience supporting projects and programs involving multiple stakeholders
Basic knowledge or exposure to affordable housing programs or supportive housing
Strong computer skills (e.g. MS Word Excel PowerPoint and Outlook).
THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVERS LICENSE.
