Core Responsibilities:

The DHHS Financial Service Center is seeking a Staff Accountant to join the Recovery Divisions A/R Transactional Accounting Team. This position will contribute to the Departments mission by helping us ensure state and federal funds are utilized in an efficient manner to meet the health and welfare needs of Maines citizens. The Recovery Divisions primary scope of work includes depositing money establishing receivables and collecting millions of dollars in identified debt owed to DHHS annually from a variety of sources.

The Transactional Accounting team performs accounting functions for MaineCare Social Service Contracts (SSC) and many of OFIs programs and services including the Supplemental Nutrition Assistance Program (SNAP) Temporary Assistance for Needy Families (TANF) and other public assistance programs. Primary responsibilities include:

Coordinating the weekly MaineCare cycle.

Performing reviews of complex audit types.

Creating journals for uploading to MainePays & Advantage.

Creating and tracking accounts receivable documents.

Processing SSC agreement closeout reports.

Minimum Qualifications:

Education training and/or experience in accounting business administration financial planning budgeting or another related field demonstrating competency in analyzing data and records interpreting policies rules and laws identifying process and procedure deficiencies and developing practical solutions.

Preference will be given to candidates who have at least 6 years of combined relevant education and/or experience providing complex technical support to professional accounting staff.

The backgrounds of well-qualified candidates will demonstrate the following competencies:

Prior experience and/or education which demonstrates a knowledge of GAAP/ GASP and experience performing complex reconciliations.

An ability to be flexible and adjust to business needs while balancing multiple tasks and priorities. Strong time management skills and the ability to meet tight deadlines are essential.

Highly effective communication skills with the ability to identify problems formulate corrections and propose recommendations for improvement to senior management.

Outstanding customer service skills coupled with a strong work ethic and ability to excel while working with multiple stakeholders to achieve common goals. Teamwork is critical for success in this position.

The DHHS Financial Service Center is responsible for program accounting cash management and revenue/expenditure control for the entire Department of Health and Human Services (DHHS). The Service Center provides budget and fiscal analysis for many complex areas within DHHS including TANF (i.e. Temporary Assistance for Needy Families) and MaineCare (formerly Medicaid). The Service Center works collaboratively with senior leadership at State agencies providing consultative financial and accounting services. Areas of fiscal expertise include compliance with State and Federal laws and regulations statewide budgetary policy budget development and monitoring application of generally accepted accounting and financial practices grant management financial analysis cash management accounting and financial processing and legislative support.
