Profile Summary
The Head of IT Portfolio Governance is a senior role within EMEA IT reporting to the Head of Technology Management & Operations providing support to the CIO EMEA leadership team in all matters relating to IT Portfolio Governance and performance budgeting and financial reporting.
Duties and Responsibilities
Strategic Leadership & Governance
- Define and own the enterprise IT portfolio governance strategy framework and operating model.
- Drive alignment between technology investments and organizational strategy ensuring value realization and measurable business impact.
- Support relevant governance bodies (e.g. IT Investment Committee) and ensure consistent datadriven decisionmaking.
Portfolio Management
- Ensure Governance and adherence of Projects to the Project Management systems & processes including applying Governance and compliance with the Mizuho Project Management methodology.
- Proactively monitor portfolio health and intervene to address risk delivery challenges and underperforming investments.
- Provide assurance that all technology programs comply with corporate governance regulatory requirements and risk controls.
- Provide guidance and advice on project best practice and provide training and support to Programme and Project Managers in the Project framework and also support the completion of completing and review of project documentation.
Financial Oversight
- Lead multiyear technology investment planning and annual capital budgeting processes.
- Partner with Finance to uphold financial controls and investment performance metrics.
- Ensure transparent reporting of costs benefits and ROI across all major initiatives.
- Support the annual IT Projects Budgeting and Demand process including H1 and H2 forecasting exercises
- Management of IT CCAs / Recharging / SLA Support
- Prepare and present financial reports related to IT expenditures and investments and conduct financial analysis to support decision-making.
- Identify opportunities for cost savings and efficiency improvements within the IT organisation.
Standards Methods & Delivery Assurance
- Define and maintain enterprise project program and portfolio management standards including methodology tools and maturity progression.
- Develop and enforce quality assurance and delivery controls across major technology programs.
- Perform portfolio / Programme / project level risk quality analysis and reporting working with project managers to understand effective RAID log monitoring.
- Portfolio level interdependencies monitoring and tracking
Stakeholder Engagement & Leadership
- Build strong partnerships across technology finance / procurement and corporate strategy teams
- Work within a global organisation across EMEA and with Head Office in Tokyo to collaborate on Governance approach and standards for programme/projects
- Facilitation and management of senior level meetings/workshops
Managerial - Team Management of PMO Team
- Thought leadership to continue to evolve the team as required in an efficient and harmonised way through ongoing changes throughout the year
- Day to day managing team capacity demand addressing resourcing issues that arise within the team etc
- Continue involvement in workshops where required and R&R transitions
Qualifications Skills and Experience
- 10 years demonstrated project delivery track record in a matrix-managed global company
- Line management experience of a team
- Proven Track record in Project Governance application and tailoring to deliver success projects
- Strong project management skills including project planning & management issue identification & resolution risk management change management
- Excellent communicator with the desire to interact with stakeholders at all levels
- Strong problem-solving skills: the ability to make connections highlight scenarios that may need senior management intervention and drive change through objective unbiased recommendations
- Ability to demonstrate initiative. challenge data and offer a solution-oriented approach
- The ability to successfully influence people who are not direct reports and who have very diverse working styles working practices and cultural backgrounds
- Excellent organizational skills with a process efficiency mind-set
- The ability to remain pragmatic while ensuring controls are adhered to
- Team-oriented and collaborative mindset
- Precise attention to detail and accuracy
