Description of Work

The NC State Highway Patrol (NCSHP) is seeking an enthusiastic team member to join our Fiscal Section as Controller. The Controller will play a vital role in the day-to-day operations of the NCSHP Fiscal Section.

Management Prefers:

  • Thorough knowledge of the departments accounting structure.

Key Responsibilities include but are not limited to:

  • Ensures adequate internal accounting and management controls are established to provide assurance of the proper recording of financial transactions.
  • Manages the requirements of the state sponsored internal accounting control (EAGLE) quality assurance program to ensure adequacy of the internal control structure and compliance with all applicable laws and regulations.
  • Manages and provides operational accounting services to the Patrol including cash management payroll accounts payable fixed assets general ledger cost accounting state federal and private grants.
  • Researches issues related to fiscal functions/matter which may include but is not limited to: researching General Statues North Carolina tax laws IRS regulations the OSBM manual OSC policies State Purchasing etc.
  • Responsible for managing the receipt and disbursement of funds in accordance with the Departments cash management plan designed to maximize interest bearing investments of cash and to minimize idle and nonproductive cash balances in accordance with General Statute 147-86.10.
  • Responsible for the coordination and supervision of day-to-day management of accounting functions and required month end and year end reporting to state oversight agencies regarding the financial position of the department.
  • All duties performed by the Controller require a working knowledge of all responsibilities for all sections within the Controllers Office. This also requires knowledge and understanding of all systems and software used including the North Carolina Financial System (NCFS).
  • Provides advice and counsel to all division level managers the Chief Financial Officer (CFO) and Command Staff on fiscal matters.

Minimum Education and Experience

Bachelors degree in accounting or a degree in business administration finance or public administration

OR

a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework;

AND

seven years of professional accounting experience in the preparation of interpretive or analytical accounting financial statements and reports; of which at least three are supervisory/managerial; or equivalent combination of education and experience.

Veterans and National Guard Preference
