The City of Milwaukee Health Departments (MHD) HomeEnvironmental Health (HEH) program is dedicated to reducing exposure to harmfulsubstances such as those found in aging homes where lead paint can be ahidden danger. Please visit the HEHwebsite for more information.

The Home Environmental Health Inspector (HEHI) 1 is thefirst title in the HEHI series providing incumbents with the opportunity tolearn gain experience and obtain the Lead (Pb) Risk Assessor Certificationthrough the State of Wisconsin.

The HEHI 2 is the second title in the series. Incumbentshired to either title may progress through the levels HEHI 1 through HEHI 4based on successful completion of a probationary period development ofcompetencies maintenance of Lead (Pb) Risk Assessor certification and meetingperformance criteria.

Eligible candidates who successfully complete the selectionprocess will be placed on the highest-level eligible list for which they qualify.

Purpose

The Home Environmental Health Inspectors (HEHIs) 1 and 2assigned to the Home Environmental Health (HEH) Division of the MilwaukeeHealth Department (MHD) conduct related inspections risk assessments andenforcement activities to prevent childhood lead poisoning.

Essential Functions

Lead (Pb) Inspection and Abatement

  • Communicate lead poisoning hazard and prevention information to parents and guardians of lead-poisoned children.
  • Research all possible sources of lead exposure for lead-poisoned children.
  • Proactively collaborate with nursing staff regarding elevated blood lead cases and prioritize interventions.
  • Inspect homes for defective and/or lead-based painted surfaces using visual inspection x-ray fluorescence equipment and dust wipe tests.
  • Document inspection results according to protocols and program requirements.
  • Generate and issue work orders to correct lead-based paint hazards.
  • Inform property owners of hazard correction and order compliance requirements; work with property owners to achieve compliance.
  • Issue written orders reinspection fees and citations and appear in court as witness for prosecution of cases.
  • Conduct ongoing lead paint abatement project monitoring to ensure code compliance.
  • Conduct enforcement actions related to lead abatement project completion.
  • Communicate with contractors regarding proper lead abatement and code compliance.
  • Manage a workload of assigned properties from inspection to close of project.
  • Create and maintain an effective system of tracking workload documenting progress and providing regular updates to supervisors and managers.

Community Education Research and Training

  • Perform research-related responsibilities.
  • Provide observational field opportunities and demonstrate lead hazard reduction field activities to public health staff interns and community leaders.
  • Participate in community and landlord association meetings.
  • Provide information regarding lead hazard reduction activities and primary prevention activities.
  • Participate in required training and work-related conferences.

Conditions of Employment

The Home Environmental Health Inspector 1 and 2 must bewilling and able to do the following:

  • Carry a mobile device during business hours.
  • Work outside standard business hours to meet departmental needs.
  • Perform extensive field work indoors and outdoors in all types of weather throughout the City of Milwaukee.
  • Perform medium physical activity including climbing and bending as well as exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
  • Comply with the departmental dress code.
  • Participate in required classes virtually inperson or via blended learning.
  • Required pre-employment vaccines include the following:
    • TB Test (at time of hire and annually throughout employment)
    • MMR Vaccine
    • Hepatitis B Vaccine
    • Varicella Vaccine
    • Covid-19 Vaccine
    • Influenza Vaccine
  • Required pre-employment tests include the following:
    • Physical Exam with 50-pound lift test
    • Vision Exam

    • Drug Screen - Non-DOT (Department of Transportation)

Minimum Requirements

Both Titles
  1. Valid drivers license and access to an adequately insured vehicle at the time of appointment and throughout employment. Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code of Ordinances.
Home Environmental Health Inspector 1
  1. Bachelors degree from an accredited college or university with a major in environmental health public health or a closely related field;
    OR
    Associate degree from an accredited college or university with a major in environmental health public health or a closely-related field and one year of experience with lead asbestos environmental remediation work or construction;
    OR
    High School diploma or equivalent and two years of closely related experience with lead asbestos environmental remediation work or construction.
Home Environmental Health Inspector 2
  1. Pursuant to Wis. Stats. Section 163.10(3)(b)3 in order to meet the requirements for application for initial Lead (Pb) Risk Assessor Certification this position requires the following:
    1. Bachelors degree from an accredited college or university with a major in environmental health public health or a closely-related field AND one year of experience with lead asbestos environmental remediation work code enforcement and property maintenance or construction;
      OR
    2. Associate degree from an accredited college or university with a major in environmental health public health or a closely-related field AND two years of experience with lead asbestos environmental remediation work or construction;
      OR
    3. High School diploma or equivalent AND three years of closely related experience with lead asbestos environmental remediation work or construction;
      OR
    4. Hold a valid professional certification as an industrial hygienist professional engineer or registered architect or in a related professional engineering health or environmental field such as safety professional or environmental scientist;
      OR
    5. Hold a valid registered nurse or registered sanitarian certification;
      OR
    6. Hold a valid State of Wisconsin Lead (Pb) Risk Assessor certification.
  2. Certification as a Lead (Pb) Assessor with the State of Wisconsin within three months of appointment and maintained throughout employment.

Desirable Qualifications

  • Ability to provide interpretation in Spanish Hmong or another language.
  • Experience in code enforcement and property maintenance inspections.

Current Salary

Home Environmental Health Inspector 1

The current salary range (Pay Range 3LN) is$51987-$64593annually and the resident incentive salary for City of Milwaukee residentsis$54066-$67177 annually.Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto the approval.

Home Environmental Health Inspector 2

The current salary range (Pay Range 3MN) is$57097-$66701 annually and the resident incentive salary for City ofMilwaukee residents is$59380-$69369annually.Appointmentabove the minimum is possible based upon level of experience and other qualificationsand is subject to the approval.

  • Employees in this classification while assigned as the Lead Inspector for any time during a pay period shall receive an additional $80 biweekly.
