PACE (Program of All-Inclusive Care for the Elderly) was developed to answer the many problems around caring for frail seniors. The PACE model is centered on the belief that it is better for the well-being of seniors with chronic care needs and their families to be served in their community whenever possible.

Seniors their family members and caregivers face many issues including transportation to appointments management of medications coordination of medical care from different specialists lack of social interaction and ability to stay alone at home. On Lok PACE participants receive in home care services and transportation to a On Lok PACE center for primary medical care social and recreational activities and other senior care services.

POSITION SUMMARY: Under the direction and supervision of the Chief Operating Officer the Director of
Transportation Services is directly responsible for managing the transportation services
of On Lok Senior Health Services and fleet management of On Loks vehicles.


DUTIES / RESPONSIBILITIES:
1. Responsible for planning organizing and directing activities and functions of the transportation services
department to ensure safe and timely transport of On Lok Lifeways participants.
2. Demonstrate effective leadership and management of resources and systems to ensure all locations meet their
operation human resource financial and enrollment goals.
3. Will be visible at all locations to oversee and evaluate ongoing operations.
4. Redesign and create new systems and fine tune procedures bring an analytical orientation to daily operations
implement best practices approach assure staff are trained and competent and focus on fleet management and
risk management.
5. Collaborate with the Directors of Program Operations and Program Managers to ensure quality of service and
safety in participant handling.
6. Responsible for maintaining collaborative partnerships with each Center and other On Lok departments (i.e.
Enrollment Marketing Facilities Development IT etc.).
7. Responsible for Fleet Management of On Lok owned or leased vehicles that support safe efficient and effective
transport of all drivers and passengers.
8. Standardize vehicle route planning practices and staffing across all service regions to improve and ensure
effectiveness and efficiency of resources and service utilization. Will optimize routes and scheduling with use of
transportation software and ensure adequate training and support for coordinators and drivers.
9. Monitors and ensures high satisfaction rates of participants families and employees.
10. Implements safety and accident prevention management program. Works directly with liability insurance group to
enhance continuous improvement and risk management program.
11. Responsible for financial management of department capital and operating expenses.
12. Establishes and oversees vehicle preventative maintenance standards and activities for the purpose of ensuring
vehicle and equipment are in safe and effective conditions and external vehicle body is in good repair.
13. Performs personnel management functions to maintain adequate staffing ensure competency and training of staff
and enhance productivity of staff.
14. Implements system to track budget allocations and expenditures for the purpose of monitoring and analyzing
financial trends and issues and making adjustments and recommendations.
15. Implements fleet management system to ensure compliance with vehicle licensing handicap placard registration
CalTrans 5310 Grant Title 6 vehicle reporting requirements monitoring of gas usage and monitoring vehicle
service schedule and repair history and trends.
16. Ensures clean safe and secure work environment (e.g. in vehicle On Lok garages and parking areas).
17. Ensures ongoing training for drivers and other department staff (e.g. coordinator supervisor manager) to be
effective in their supporting role.
18. Acts as community liaison (e.g. responses to community complaints SFDPW etc.).
19. Administers department policies and procedures to ensure compliance with state local and federal regulations
and laws applicable to its operation including PACE regulations and DHCS ADHC regulations.
20. Works with Senior Management to develop and implement a strategic plan approved by the Board of Directors
for its service program.
21. All other reasonably related duties as assigned.

QUALIFICATIONS (knowledge skills abilities):
1. Minimum of five years supervisory experience in transportation-related operations preferably in the health care
field.
2. Minimum of two years experience working with the elderly or frail population.
3. Demonstrate success in managing people complex operations multiple sites data analysis process
improvement and budget and resource development.
4. Valid California drivers license in good standing is required.
5. Must have operational experience in fleet management safety-risk management and personnel management.
6. Computer literate with MS Office including Outlook Word Excel etc. Experience in vehicle route planning
software preferred.
7. Must have the ability to understand and manage change and value technologic innovation.
8. Must possess excellent communication and interpersonal skills to work with diverse and growing employee and
customer base.

Your final compensation offer will be determined based on factors such as skills experience education and licenses/certifications. The pay range is expressed as an hourly rate regardless of FLSA status. Exempt positions are paid salaried and are not subject to overtime.
