This post will focus on delivering Public Health in Rutland and will work closely with staff at Rutland County Council and stakeholders across the Rutland area. This role will be critical to accelerating specific public health projects at pace by bringing specialist public health expertise to bear in a dedicated way to drive change and will make a significant contribution by strategically driving and developing complex programmes of work across a wide range of issues to improve the health and well-being of the population. This will include leading a series of projects and delivery programmes to strengthen their competencies provide additional capacity and drive the delivery of public health matrix programmes across the division.

This post will maximise the opportunity for successful entry to the UK Specialist Public Health Register through supporting a senior portfolio of work to complete registration and will give the post holder a way to develop senior experience across the Public Health skills and knowledge framework (PHSKF).

This post is politically restricted; therefore the post holder is disqualified from undertaking certain political activities under the Local Government Officers (Political Restrictions) Regulations 1990.

About You

To apply for this post you must:

  • Hold the following qualifications: a degree or other relevant equivalent level qualification a masters in public health or equivalent Level 7 or above qualification that meets the requirements of the UK Public Health Specialist Register and you must be prepared to continue with ongoing professional development within the role participate in regular supervisions appraisals and take responsibility for your own learning and development needs.
  • Possess a substantial high-level relevant professional background and experience in working with a large complex organisation with significant experience in public health specialist practice and experience of successfully operating in a political environment with demonstrated understanding and experience of handling sensitive political issues. Plus a motivation for public sector values and a demonstrated understanding of the challenges facing Local Government (e.g. Adult Social Care Homelessness Devolution the Social Contract) and its Partners along with the statutory and national policies procedures and changes influencing the future provision of services.
  • Be able to demonstrate significant experience in managing a team with a strong understanding of forward planning and cross-functional working budget management strategically leading projects and managing a complex programme of work with conflicting demands developing innovative solutions and contributing to strategic planning. An advanced in-depth understanding of Business and Departmental Plans with significant experience in reviewing business performance against these plans and the organisations key priorities to identify risks challenges and recommendations.
  • Have a proven track record of analysis and interpretation of complex data and evidence and translating this into actionable insights that inform key decisions a proven track record of cultivating and managing excellent working relationships with internal and external customers at all levels of an organisation and of leading on public health programmes of work that deliver the shared outcomes for the organisation and the public.
  • Possess the following skills: Leadership line management and coaching/mentoring skills strong interpersonal skills including negotiation motivating influencing and relationship building to create open and transparent relationships based on trust delivering high customer satisfaction proven skills in influencing persuading and negotiating with a variety of stakeholders/members of the public and across a wide range of disciplines to drive better outcomes and are highly articulate able to communicate effectively at all levels both orally and in writing including presentation skills with the ability to effectively communicate complex ideas and information to a range of audiences and stakeholders
  • Possess the ability to act and think strategically within a complex and changing organisation and taking account of service / operational needs the ability to build meaningful relationships with all members of the public to listen to their views and drive engagement to influence positive change and the ability to deliver business objectives whilst successfully managing pressures arising from competing priorities and demands while remaining future-focused with a proven ability to horizon scan over the next 5 8 years
  • The successful candidate must be a strong collaborator and alliance builder and a champion with excellent ability to build effective credible working relationships internally and externally building trust quickly prioritising adding value to the organisation. They must possess a strong ethos for performance improvement business acumen and skills in performance and resource management. They must demonstrate a strong ability to translate information and evidence into actionable insight and use this to deliver sound strategic planning including intelligently developing robust performance indicators that effectively measure required outcomes and creative innovative solutions that provide out of the box thinking whilst effectively managing risks
