The Technical Engineer supports strategic market development activities in the U.S. water and wastewater (W&WW) operations and maintenance (O&M) sector by providing technical regulatory and delivery-model expertise. The role focuses on evaluating infrastructure needs advising on project delivery approaches and supporting early-stage project planning for municipal and industrial clients. The position works closely with engineering operations and project teams to develop technically sound compliant solutions aligned with client requirements and regulatory frameworks.

This role requires frequent travel. Ideal candidate must be able to travel domestically and on occasion internationally according to business needs. The ideal candidate should be open to work in any of these locations: Phoenix AZ San Diego CA or San Antonio TX.

Job Description

Key Responsibilities:

  • Analyze and evaluate water and wastewater (W/WW) infrastructure needs for public and private sector clients including municipal utilities and water authorities.

  • Provide technical and strategic advisory support for alternative project delivery methods including Design-Build (DB) EPC Operations & Maintenance (O&M) P3 and DBFOM projects.

  • Collaborate with internal engineering and technical teams to develop technically sound compliant and client-specific project solutions.

  • Support early-stage project planning activities including feasibility assessments technical evaluations and preliminary project execution strategies.

  • Participate in go/no-go evaluations by providing technical regulatory and delivery-risk analysis.

  • Contribute to proposal development by preparing and reviewing technical content methodologies and execution plans.

  • Monitor and analyze market conditions funding mechanisms regulatory frameworks and industry standards affecting W/WW infrastructure projects.

  • Serve as a technical representative in meetings with public agencies industry organizations and project stakeholders.

  • Participate as Key Personnel during initial project phases to support implementation planning coordination and technical oversight.

Key Stakeholders:

  • Clients: Municipal utilities public works departments water authorities EPC partners.

  • Internal: Operations Managers Technical Teams Estimators Marketing/Proposals Commercial/Legal support among others.

  • External: Subconsultants Vendors Industry Associations (e.g. AWWA WEF).

Required Skills and Competencies

  • Bachelors degree in Civil Engineering Environmental Engineering or a closely related engineering discipline with relevance to water and wastewater (W/WW) infrastructure.
  • Candidates with a non-engineering bachelors degree may be considered only if supported by substantial professional experience performing engineering technical or infrastructure advisory functions within the W/WW sector.

Certifications

  • Professional Engineer (PE) Project Management Professional (PMP) or equivalent professional certifications are preferred but not required.

Professional Experience

  • Minimum of ten (10) years of progressively responsible experience in the water and wastewater industry.
  • Demonstrated experience supporting or leading technically complex infrastructure projects across construction design and operations and maintenance (O&M) phases.
  • Experience contributing to project development activities including technical evaluations proposal preparation pursuit planning and multidisciplinary teaming coordination.
  • Preferred experience in a supervisory or technical leadership role within the W/WW sector particularly involving large-scale or complex treatment and conveyance systems.

Technical Knowledge

  • Working knowledge of water and wastewater treatment processes infrastructure systems and alternative project delivery models including Design-Build (DB) Design-Build-Operate (DBO) EPC CMAR and O&M.
  • Familiarity with public-sector procurement processes regulatory frameworks and funding mechanisms applicable to municipal infrastructure projects.

Client and Agency Experience (Preferred)

  • Experience working with large municipal or regional water and wastewater agencies such as LA Department of Water & Power SFPUC City of Phoenix Water Services Miami-Dade WASD or comparable public utilities.
