Job Summary

Distinguishing Features of the Class

The Clean Water Program Administrator is responsible for managing the Sewer Enterprise Division of the Public Works Department; performs directly related work as required. A principal function of this class is preparing policies procedures and ordinances which implement the storm and sanitary utilities overall goals in compliance with City Council policy. This position will establish priorities and formulate policies to guide subordinate staff member(s) in the implementation of departmental programs. The work is performed under the general direction of the Public Works Director but extensive leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees neighborhood groups city council business and community groups consultants outside contractors state and federal officials representatives of the media and the public. The principal duties of this class are performed both outside in the field and in a general office environment.

Acceptable Experience and Training

  • Graduation from an accredited college or university with a Bachelors Degree in Civil Engineering Construction Management or a related field; and
  • Substantial experience as a licensed Professional Engineer with municipal engineering and public works operations in a senior management role and/or lead consultant role; and
  • Substantial experience in project management and facilitation of public engagement initiatives; and
  • Some experience directly supervising engineering staff or indirectly as project manager.
  • Possession of Professional Engineer License valid in the state of Iowa and if not issued by the State of Iowa ability to obtain within six months of appointment.
  • Possession of a valid State of Iowa drivers license.

Examples of Essential Work (Illustrative Only)

  • Manages all capital improvement activities of the Sewer Enterprise Division;
  • Plans organizes directs and evaluates the work of Division personnel;
  • Develops policies and procedures designed to increase the efficiency and effectiveness of Division operations and address sewer infrastructure needs within the City of Des Moines;
  • Develops and administers the operating and capital improvements budget for Division;
  • Coordinates projects with other City Departments consultants outside contractors neighborhood groups state and federal agencies/monitoring officials other governmental jurisdictions and/or authorities;
  • Receives investigates and resolves complaints from the public;
  • Administers the Citywide storm water National Pollutant Discharge Elimination System permit (MS4);
  • Administers the Citys Flood Mitigation Program including compliance with United States Army Corps of Engineers Rehabilitation and Inspection Program;
  • Develops and implements policies and procedures for Division operation including prioritization and billing;
  • Prepares Requests for Proposals negotiates the scope of and administers consulting service agreements;
  • Prepares applications for federal grants plans and specifications for projects included in the annual CIP notices to the public of Division activities and roll calls and Council Communications;
  • Reviews and proposes updates to design standards codes and ordinances and prepares technical reports;
  • Oversees the implementation and maintenance of the billing data for Division customers;
  • Provides status reports to the Public Works Director on Divisional operations including any major shift in policies or procedures and recommendations for future development;
  • Participates in various aspects of personnel administration within the Division including hiring termination grievance procedures and coordinating employee training;
  • Performs special projects for the Public Works Director as requested;
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Attends meetings conferences workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles practices and new developments in assigned work areas;
  • Responds to citizens questions and comments in a courteous and timely manner;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs other directly related duties consistent with the role and function of the classification.
