Summary: The purpose of this position is to consolidate analyze and assimilate all collected measurement data consisting of charts electronic flow measurement data gas quality information positive displacement meters unmetered gases outside measured volumes etc. to calculate all volumes entering and leaving the pipelines accurately and on a timely basis. The measurement database populates all company business systems with the measured and calculated results. Billing and payment of the pipeline receipts and delivered quantities are dependent on the measurement data being accurately analyzed and reported. This requires review and resolution of questionable and missing data on vast amounts of data information generated and collected at various sources often under severe time restraints. DUTIES AND RESPONSIBILITIES:
- Ensures that desirable pipeline unaccounted for results and the economic impact associated with same are minimized by providing accurately analyzed and consolidated data for the pipeline balance reports.
- Provide both internal and external customer service as it relates to measurement data.
- Maintain the Flow-Cal measurement database for all historical volumetric and gas quality information for all stations on the pipeline system.
- Numerous and various reports are prepared and provided to internal and external customers.
- Maintain accurate records of all measurement reports such as meter calibration reports etc.
- Creates new measurement stations for use in the various measurement systems as new connects or reconnects are established in the systems.
- Maintains station date effective accuracy for in service and out of service stations in the measurement database.
- Works closely with the measurement techs and measurement supervisors to insure the integrity of all flow measurement data. Resolve exceptions inclusive of system processing errors missing or incorrect data and physical parameters related to the measurement of natural gas.
- Maintain historical documents as they relate to edits and or changes to monthly volume/ analysis process or edits.
- Will be expected to meet established deadlines for end month volume processing as required by company gas accounting and contracts.
- Process prior period adjustments to measurement data that has been identified as being inaccurate for previous months volumes (PPAs).
- Verify the accuracy and conduct audits of measurement data as needed or provided by outside measuring parties. Exceptions that do not meet established criteria are challenged and presented to the measuring parties for resolution.
- Provides technical validation of gas analyses and quality information received based on reasonableness checks and historic information.
- Participate in partnership safety program and initiatives.
- Maintain and adhere to required trainings policies and procedures.
- Actively participate in safety programs and initiatives.
- Communicate with partnership control centers business groups and other operating groups as necessary.
- Comply with company safety policies and procedures.
- Work assigned shift and be available for overtime if needed.
- Perform related duties and responsibilities as required and other duties as assigned.
- Comply with all internal state and federal regulations.
- Comply with company policies.
- Maintain honest respectful and effective internal and external working relationships.
- Complete all training as directed by management.
QUALIFICATIONS
- Detailed knowledge of applicable NAISB EPA DOT RRC OSHA NEC AGA API and GPA requirements and procedures.
- Microsoft Office and database management.
- Excellent organizational skills.
- Excellent written and verbal communication skills with the ability to work effectively in a group environment.
- Mechanical aptitude with ability to learn and perform operation and maintenance tasks associated with various types of facilities and equipment.
- Proficiency with computers including MS Office applications such as Excel and Outlook as well as other computer-based work training time reporting expense reporting and on-line work applications and documentation.
Ability to: - Demonstrated self- starter with the ability to work independently and exercise good judgement.
- Effectively work with all levels within the company.
EXPERIENCE and TRAINING GUIDELINES Preferred Education and/or Experience:
- High school diploma or GED equivalent. Some related college or trade school training preferred. A minimum of 1 year of related experience preferred.
