Reporting To: AVP Wholesale Banking

Department Overview

Treasury and Balance Sheet Management (TBSM) manages TD Banks Canadian and US P&Cs non-trading market risk consolidated liquidity risk and capital addition TBSM operates the Banks funding securitization and capital management programs and is responsible for the Banks investment portfolios. The Liquidity Risk Management Teams mandate is to manage TD Banks integrated liquidity position in accordance with the Global Liquidity Risk Management Framework (GLRMF) at an enterprise level. Delivering on this mandate involves measuring and managing changes in TD Banks cash flows liquidity positions collateral pledging requirements and future funding needs relative to approved limits. Furthermore it involves ensuring efficient use of TD Banks overall funding capacity and supporting risk management infrastructure including stress testing and regulatory reporting.

Job Description

As a Senior Treasury Manager reporting to the AVP Wholesale Liquidity you will occupy a high impact role at the intersection of liquidity risk data and systems. You will lead the end-to-end implementation of wholesale liquidity products and regulatory / stress testing measurement frameworks within TBSMs enterprise liquidity platforms.

As part of this mandate you will lead a team of professionals translating regulatory and stress testing methodologies into robust business requirements thereby enabling the implementation of new wholesale products and business lines. The successful candidate will be able to support the liquidity implementation in collaboration with other Wholesale liquidity workstreams Finance Risk Technology and the Front Office.

Key Responsibilities:

  • Review new or updated liquidity treatments created by the Assumptions and Methodology team for various TDS strategies products activities and risks. Provide initial assessment for implementation onto TBSM wholesale liquidity platforms.
  • Lead and develop a team of professionals responsible for authoring clear comprehensive business requirement documents (BRDs) that accurately capture the critical data functional logic and reporting for the intended liquidity treatment.
  • Assess relevant source systems data infrastructure and critical data elements where required. Opine on operational and source system considerations that might impact business requirements.
  • Manage ongoing priorities based on TBSMs internal considerations providing inputs to project management technology and other stakeholders as necessary.
  • Develop independent proof of concepts using SQL or Excel where required to prototype liquidity calculations for User Acceptance Testing (UAT) before technology deployment.
  • Provide inputs to design execution and review of UAT test cases validating liquidity and regulatory metrics stress testing outputs and exception reports for accuracy and completeness of the implementation.
  • Review implementation plans maintained by Project Management and provide timely inputs to inform priorities dependencies and timelines.
  • Provide timely updates to TBSM Senior Management and other stakeholders on initiative status and matters requiring immediate attention.
  • Build and maintain strong relationships with Data Management Technology Development Finance Risk and other key partners.
  • Contribute to initiatives focused on enhancement of the Banks liquidity infrastructure and systems to meet regulatory requirements and organizational objectives.

Job Requirements

Educational Requirements:

  • An undergraduate degree in Business Mathematics Economics Finance Accounting Risk Management or a related field.
  • Post-graduate education CFA and/or designations are a plus.

Qualifications & Skills:

  • 710 years of relevant experience in Treasury Risk Finance or Liquidity in a large financial institution.
  • Prior experience working with wholesale product source systems and liquidity management applications.
  • Understanding of wholesale banking products (e.g. repos derivatives commercial lending structured notes) and their liquidity and regulatory implications with an interest in expanding this knowledge over time.
  • Proven track record of motivating and developing a group of individuals into high performing teams.
  • Good written and verbal communication skills with the ability to present complex information concisely to Senior Management.
  • Good organizational and time management skills to balance multiple deliverables under established timelines and understand how to assess prioritization.
  • Ability to build and maintain strong business relationships with internal stakeholders and work independently in a fast-paced dynamic environment.
  • Deep knowledge of liquidity stress testing and regulatory frameworks including Liquidity Coverage Ratio (LCR) Net Cumulative Cash Flow (NCCF) and Net Stable Funding Ratio (NSFR) is strongly preferred.
  • Proficiency in SQL Python or advanced Excel for prototyping is a significant advantage.
