Job Summary

Employee Development Managers and Training Officers analyze design develop implement evaluate manage and coordinate training and development for a department division or a geographic region of a departments statewide training function and supervise and/or conduct sessions for vocation and/or skills training in specific occupational areas and general management development.

Essential Qualifications

Bachelors degree from an accredited college or university in organizational behavior education communications business or public administration or a related field and three years of professional experience in the adult and/or employee training and development process including conducting training needs assessments; planning and developing curriculum; and coordinating and conducting formal training; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year experience as a Training Officer I in Nevada State service; OR an equivalent combination of education and experience as described above.

Job Duties

This position will be in either Carson City or Las Vegas NV. Under general direction of the Preparedness and Response Chief This position will serve as the Exercise Officer for the Nevada Office of Emergency Management. Duties will include developing a multi-year exercise strategy; scheduling designing coordinating and conducting emergency exercises for the Division; providing exercise technical assistance for other state agencies local jurisdiction and tribal jurisdictions as needed; developing exercise budgets; preparing grant application for the statewide exercise program; and providing programmatic and financial reports on the program.


Additional duties will include working as part of the Nevada Operations Center Lessons Learned Advisor when activated acts as the liaison to local jurisdictions during disasters and/or emergencies. The candidates must have IS-120 Introduction to Exercise IS-130 Exercise Evaluation and L-146 Homeland Security Exercise and Evaluation Program (HSEEP) certification. The candidate must also attain the Master Exercise Practitioner Program (MEPP) certification within 18 months of hire. Activation as a member of the Emergency Operations Center may be necessary in the event of a major emergency.


This may serve to disrupt/alter/revise or totally change all previously established work performance standards requiring 100% of the time until the emergency is over. Conduct activities designed to eliminate or reduce the probability of emergencies prepare agencies and organizations to respond appropriately and test emergency operations plans periodically in adherence to Nevada Revised Statute 414.040.

Working knowledge of: adult learning theory instructional design methods and methods of presentation; learning styles; the principles and methods of program planning related to reviewing analyzing and prioritizing the various training activities for the agency; the principles of conducting surveys training needs assessments and organizational assessments and in interpreting their results learning communities and supporting learners after training.

General knowledge of: department organization and mission; functional areas in which training is provided.
