Job Summary

Main Responsibilities

Research analysis and drafting

  • Intellectually guide the evolution of the OECD fragility framework including the measure of fragility and its usability for development peace and stability purposes interacting with DAC/INCAF members and other expert groups.
  • Lead the States of Fragility report series including suggestions of topics/issues to be covered; testing of ideas with INCAF members and other experts; selection of any prospective contributors and administration of the reports reference group. This includes managing the production process drafting as well as overseeing the content and quality of internal or external submissions as well as the quantitative work done in house.
  • Lead on the production of guidance handbooks intellectual work pertaining to development peace and security areas in co-ordination with relevant DAC/INCAF members and external expert groups.
  • Ensure the OECDs and INCAFs knowledge base on fragility conflict and violence remains cutting-edge and informed by new research and emerging practice from the field. Monitor the major and ongoing research portfolios that are relevant for this area of work distil these into digestible messages to shape global policy discussion in international fora and for a policy and a political audience.
  • Engage with a wide range of partners both OECD DAC members and non-OECD bodies academics researchers practitioners civil society etc. on issues of fragility conflict and violence and the evolution of this sector.

Liaison representation and dissemination

  • Develop outreach and promotional materials to effectively disseminate the Teams work for a policy and political non-specialised audience and support the organisation of launch events workshops conferences and stakeholder meetings as relevant.
  • Represent the Teams work in external forums and presentations to ensure visibility and impact.
  • Support the creation and dissemination of social media content.

Other tasks

  • Carry out other tasks required to enable the Crisis Conflict and fragility team to deliver on its overall objectives.
  • Contribute to joint projects and activities of other teams in PAN DCD and the OECD including activities with key partners/organisations engaged in conflict fragility and resilience-related issues.
  • Contribute to mobilising additional sources of financing to deliver the work programme of the Crisis Conflict and Fragility team and broader Division.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics development economics political science international relations statistics or other relevant discipline.

Professional Background

  • At least five years of professional experience working on development co-operation in national governments international organisations think tanks or NGOs related to conflict fragility and security.
  • Field experience in a range of high-fragility contexts in either a co-ordination or programming role would be a strong asset.
  • Demonstrated expertise in data management multidimensional framework review or design analytics and visualisation. Experience in managing databases and datasets would be an asset.
  • Proven ability to organise and summarise complex material clearly for both specialised and non specialised audiences.
  • Familiarity with economic social environmental security political and other statistics used in developing country contexts.
  • Excellent organisational communication and especially drafting skills in English with the ability to work collaboratively and creatively in a team.

Tools

  • Proficiency in the use of standard Microsoft Office suite.
  • Familiarity with the OECDs Creditor Reporting System (CRS) data and other ODA datasets is recommended.
  • Proficiency in the use of R statistical software and Python or a similar tool including in the use of dashboards (e.g. R Shiny) would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
