Description of Work

This Accountant I position functions as the NC Financial System (NCFS) Interfacing Subsystems Payment supervisor supervising an Accounting Specialist and Accounting Technician. The unit manage payments and funding processes for the Child Day Care/Business Enterprise Unit NCFAST to FIS payments subsidized Child Care subsystem to local Departments of Social Services stop payment cancel and re-issuance of Child Support payments Special Assistance(SA) payments and the accounting services and financial management on behalf of the Blind Operators in the Business Enterprise Program.

Supervision of the Child Day Care Unit includes ensuring that state and federal funds are accurately and timely expended and drawn according to federal requirements to support the Child Day Care Unit payments. The position must perform a complete analysis of the fiscal information provided by the NCFAST and DCDEE budget office with a 5-day turnaround deadline. This position provides technical guidance to the accounting specialist and technician regarding the NCFAST and DCDEE budget office evaluation of the Day Care Centers reimbursed recoupment and advance payment process. These reimbursements of expenditures are incurred by Child Day Care centers which requires an FIS (third party vendor) subsidy request through NCFAST for processing. The individual must be able to independently gather the information and modify previous expenses in conjunction with budget office requirements.

This position supervises the stop payments on the child support checks along with cancellation and re-issuance of the checks. Supervise issuance of Special Assistance (SA) payments utilizing NCFS coding overseeing reconciling of benefits processed for vendors following mandated guidelines.

As supervisor this position works with the Business Enterprise Facilities Accounting (BEFA) Unit. The subsystems unit analyzes revenues and expenditures interprets fiscal policies to ensure that adjusting journal entries in QuickBooks by the BEFA Unit are accurate and timely. The supervisor assists with Division of Services for the Blind through overseeing all BE Operators accounts supporting documentation reimbursement and billing are prepared accurately.

Recruitment Range: $50088.00 $73130.00

  • Experience with technical guidance with the public and departmental program personnel.

  • Experience with interpreting analytical worksheets financial statements and complex reports.

  • Experience with supervising and directing the workflow of a team
