The Lead Dispatcher provides direction and technical support monitors overall dispatch activity ensures proper procedures are followed ensures compliance with procedures handles training of new staff and may act on behalf of a supervisor. Responsible for critical incidents and receive process coordinate and disseminate emergency and non-emergency incidents and related information from multiple sources statewide in support of the Enforcement and Compliance OIG Attorney Generals Office Arizona Department of State Parks and Recreation Department of Insurance and Department of Gaming using a multi-line telephone system two-way radio statewide port of entry cameras and a Computer Aided Dispatch (CAD) System as part of an interfaced operation program. The Operational Communication Center is a 24/7 operation. Dispatchers are subject to shift work and must be able to work nights weekends and holidays.
| Job Duties: |
Dispatches evaluates and prioritizes requests for emergency and non-emergency service statewide incidents utilizing a multi-line phone system two-way radios and a Computer Aided Dispatch (CAD) as an Assistant System Security Officer (ASSO) for ADOT Enforcement and Compliance (ECD) acting as a liaison for Arizona Criminal Justice Information System (ACJIS) related information and compliance. Manage ACJIS certifications and access lifecycle for new separating and expiring personnel in compliance with FBI and AZDPS regulations. Ready documentation for ACJIS audits. Research encrypt and fulfill public and criminal justice records requests. Redact ACJIS related returns from documentation before release. Manage ADOT ECD record retention. DPS Disposition updates and audit Opcomm stats.
Manage Vesta phone system by updating contacts transfer phones during incidents report technical and equipment issues request access for new staff and create statistical profiles. Research and compile unit and call reports for OpComm and contracted agencies using CAD messaging and criminal history data. Update and report ADOT ECD arrest dispositions via the AZDPS portal.
Interviews and documents all statewide callers to determine the nature of the call location of the incident other related information and the need for dispatching of assistance using a multi-line telephone system according to established rules and procedures.

Knowledge of:
Department policies and procedures.
Federal State and department rules and regulations.
Policies and procedures governing security and privacy of record information.
Customer service procedures and techniques.
Report writing using the Computer Aided Dispatch System (CAD) software telephone etiquette.
Radio transmission procedures to produce effective communication between two parties.
Federal Communication Commission (FCC) City Department and other applicable rules and regulations.
City streets and surrounding areas including geographical layout of operating Districts.
ACJIS related statutes and regulations around system misuse and dissemination of records.
Skills in:
Operate multiple computer systems including specialized dispatch communications equipment required to carry out job assignments.
Operate standard office equipment including a personal computer and related software and demonstrate proficiency to prepare e-mail and time sheets.
Google Workspace.
Ability to:
Obtain Department of Public Safety TOC Level A certification within a week of hire.
Follow oral and written instructions.
Remain calm and make logical decisions when in high stress situations.
Complete work accurately maintain composure and respond to calls in an often stressful environment.
Operate radio transmitting equipment in a fast and efficient manner under stress.
Follow departmental guidelines and procedures relating to response to emergency situations.
Exercise good judgment in the handling and prioritizing of calls within the department.
Effectively communicate and make decisions related to dispatching emergency vehicles under stressful work conditions.

| Pre-Employment Requirements: |
A valid drivers license appropriate to the assignment is required at the time of appointment.
Obtain and maintain the Terminal Operator Certification Level A by the Department of Public Safety within 1 week of hire or promotion date.
2 years experience in a high volume data entry and customer service environment.
Background check is required.
If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
