Job Summary

Introduction

MarylandsFamily and Medical Leave Insurance (FAMLI) program makes sure all workers inMaryland have paid time off for medical and family reasons. FAMLI is a socialinsurance system covering 2.6 million workers and 180000 employers deliveredas a digitally native public-facing service. Were in the early stages ofbuilding something as big and as far-reaching as unemployment insurance or anew health department. We know that delivering services primarily through awebsite over the Internet is a new way of doing business in government.
TheStandards and Audits Unit (SAU) focuses on the Employers and their compliancewith the Maryland Department of Labor Family and Medical Leave InsuranceProgram Regulations. Compliance is part of a larger strategy for ensuring anorganizations long-term sustainability. The Standards and Audits Unitmitigates risks supports ethical practices confirms employer accountabilityand verifies that employers adhere to laws and regulations.
As a Standards and Audits Unit Specialist thisposition will work closely with other divisions within FAMLI to manage andevaluate progress of Employer Registration provide programmaticsupport to ensure successful implementation of Employer Registration anddocument the Units efforts to leadership.

Main Purpose of Job

The Employer Services Standards Specialist within the Family and Medical Leave Insurance (FAMLI) Division at the Maryland Department of Labor (MDOL) holds a critical role in ensuring adherence to stringent regulatory standards and protecting the integrity of the FAMLI program. This role focuses on research and investigations to ensure programmatic accuracy of regulatory standards across employer accounts. This position is responsible for verifying employers ensuring employers are registered for the program tracking and interpreting regulatory changes offering expert advice and assisting in the development of policies and strategies to maintain program integrity. The Employer Services Standards Specialist ensures regulatory consistency supports employers in understanding requirements and proactively mitigates risks.

POSITION DUTIES

Duties of this positioninclude but are not limited to:
Employer Registration andVerification
Ensures all employers are registeredand verified timely and accurately
Expediently research flags; identifyand document possible issues
Develop implement and maintaincompliance procedures
Monitors interprets and implementschanges in FAMLI program
Adheres to policies and procedures

Issue Resolution and StakeholderCollaboration
Establish and maintain professionalrelationship with employers to answer questions and resolve issues timely
Collaborate with Customer Care toresolve escalated inquiries
Collaborate with Program Integrityon suspected fraud cases

Reports and Analysis
Perform statistical analysis ofdata identify areas that are high risk and make recommendations forimprovements
Document and prepare reports tocommunicate analysis to employers and stakeholders

Other duties as assigned
Performs other duties and leadershipresponsibilities as required
Complies with established guidelinesinvolving the completion of timesheets and leave requests
Liaises with other departments to ensure seamless customer service across the organizations

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications
A bachelors degree from anaccredited college or university
Four years of equivalent experience incompliance.
Two years of experience in compliance dataanalysis and report writing.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Personnel employed in this classification may have access to federal tax information and may be subject to a state and FBI criminal background check as a condition of employment.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
