Position Summary
The Manager of Compliance & Employee Relations supports the universitys commitment to providing an equitable inclusive and discrimination free environment. This role oversees compliance efforts related to Title VI Title VII and Title IX and serves as a key resource for managing employee relations matters. As a member of the Human Resource team the Manager ensures adherence to federal and state nondiscrimination laws coordinates investigations develops prevention and training initiatives.

Key Responsibilities

Compliance (Title VI VII and IX)

  • Serve as the institutions Coordinator for Title IX and Title VI and subject matter expert on nondiscrimination laws including Title VI Title VII Title IX and related federal and state regulations.
  • Ensure compliance through ongoing monitoring documentation and implementation of required policies and procedures.
  • Lead or coordinate investigations related to discrimination harassment sexual misconduct retaliation bias and related complaints involving students employees or third parties.
  • Maintain accurate and secure case records in accordance with institutional policy and legal requirements.
  • Oversee supportive measures and ensure equitable treatment for all parties during the complaint resolution process.
  • Track and analyze trends prepare compliance reports and recommend process improvements.

Training Prevention & Education

  • Develop and deliver required annual training on nondiscrimination harassment prevention Title IX civil rights compliance and bias prevention for faculty staff and students.
  • Create resource materials conduct workshops and support awareness campaigns to build a culture of equity and respect.
  • Ensure training programs meet legal mandates and reflect best practices in higher education.
  • Partner with Administration for consistent application of institutional policies and best practices.

Policy Development & Implementation

  • Draft review and update policies and procedures related to discrimination harassment sexual misconduct retaliation and related areas.
  • Provide guidance and coaching to department managers on policy interpretation and application.
  • Collaborate with campus partners to ensure consistent implementation and communication of related policies.

Employee Relations

  • Lead development and implementation of Employee Relations strategy to promote productive and inclusive workplace culture.
  • Serve as a first point of contact and provide guidance for employee relations concerns involving conduct conflict workplace climate nondiscrimination and accommodation related topics.
  • Conduct impartial fact finding and make recommendations for resolution
  • Serve as strategic advisor to Leadership Teamsupervisors and managers in addressing performance conduct and interpersonal issues in alignment with institutional policies and employment law.
  • Assist in managing employee complaint procedures grievance processes and corrective action documentation.



Qualifications

  • Bachelors degree in Human Resources Higher Education Administration Law Public Policy or related field.
  • 35 years of experience in civil rights compliance Title IX HR employee relations investigations or related areas.
  • Knowledge of Title VI Title VII Title IX ADA VAWA Clery Act and relevant state nondiscrimination laws.
  • Experience conducting sensitive and trauma informed investigations.
  • Exceptional interpersonal analytical and communication skills.
  • Ability to handle confidential information with integrity and discretion.

Preferred

  • Masters degree Experience in a higher education environment.
  • Formal training in civil rights investigations trauma informed practices or conflict resolution/mediation.
  • Experience developing and delivering training at the institutional level.
