About the Role:
We are seeking a seasoned Senior Program Manager to serve as the primary point of contact with government officials including the Contracting Officer (CO) Contracting Officers Representative (COR) and Information Systems Division (ISD) Section Chief. The successful candidate will be responsible for overseeing all contractor activities ensuring delivery of contract requirements and driving continuous improvement of processes policies and delivery efficiency.
Key Responsibilities:
- Oversee all contractor activities and ensure delivery of contract requirements.
- Serve as Program Manager for projects working closely with team members and other groups to ensure successful delivery and implementation of solutions.
- Identify and solve complex business problems and develop enterprise-scale applications.
- Drive continuous improvement of processes policies and delivery efficiency by identifying process deficiencies and initiating policy and procedure changes.
- Bridge the gap between technical and business perspectives ensuring that IT investment decisions are clearly articulated in terms of mission impact operational efficiency and measurable business value.
- Translate complex technical strategies into business-focused language enabling informed decision-making aligned with agency priorities and mission objectives.
- Prepare executive-level briefings dashboards and cost-benefit analyses to highlight risk reduction compliance assurance and return on investment (ROI) and cost avoidance.
Requirements:
- Minimum of 5 years of federal IT program management experience
- 5 years of experience managing programs of comparable size and scope
- 2 years of experience supporting modernization efforts
- Project Management Professional (PMP) certification (preferred)
- Experience with USDA NRCS (preferred but not required)
Expected Skills and Qualities:
- Excellent communication leadership and problem-solving skills
- Ability to work effectively with government officials team members and other stakeholders
- Strong understanding of IT program management principles practices and techniques
- Experience with project management methodologies such as Agile and Waterfall
- Strong analytical organizational and time management skills
- Ability to adapt to changing priorities and deadlines in a fast-paced environment
