Description of Work
This position is located in the Elizabeth City VR/IL Office and serves as a Rehabilitation Counselor for the Third-Party Cooperative Program with Pasquotank County Schools. The role is responsible for designing and implementing individualized vocational rehabilitation services for students with disabilities to support their transition from school to employment. Services are delivered both in person and remotely and include eligibility determination counseling service planning and coordination with community partners.The Rehabilitation Counselor manages a diverse caseload and monitors progress to ensure successful employment outcomes. Work is performed in collaboration with school staff families employers and rehabilitation professionals.
Key Duties Include:
- Evaluate applicants and determine eligibility for vocational rehabilitation services based on diagnostic and educational data.
- Develop and implement individualized plans for employment (IPE) in collaboration with eligible consumers.
- Provide career counseling guidance and job placement assistance tailored to consumer strengths interests and limitations.
- Coordinate and monitor the delivery of planned services including referrals to vocational evaluators job coaches and community rehabilitation programs.
- Manage a caseload of students with disabilities ensuring timely documentation and compliance with agency policies.
- Enter and maintain case records in the Encore system and utilize support staff for administrative tasks.
- Monitor and manage case service budgets generate authorizations and process billing to support service delivery.
- Participate in school-based meetings including IEPs and collaborate with educators parents and referral sources.
- Conduct outreach and public relations activities including employer engagement job fairs and community education on vocational rehabilitation services.
- Attend required trainings and contribute to team meetings and unit initiatives to support professional development and agency goals.

Salary Grade Range: $41655.00 - $72897.00
Recruitment Range: $41655.00 - $64000.00

Experience evaluating medical psychological and educational records to determine eligibility for vocational rehabilitation services and to identify functional limitations and service needs.
Experience developing and implementing individualized employment plans (IPEs) using client-centered planning and vocational counseling techniques to support successful employment outcomes.
Experience managing a diverse caseload using electronic case management systems such as Encore including timely documentation and compliance with service delivery standards.
Experience coordinating service delivery with community rehabilitation programs vocational evaluators job coaches and other service providers to meet client needs.
Experience conducting outreach and employer engagement activities including job development job placement and participation in job fairs and community events.
