Knowesis is currently seeking an exceptional Billing Specialist - Telecom/Wireless to join our team and provide invaluable support to the Department of Defense Office of Inspector General (DoD OIG) Information Technology Support Services contract.

To be eligible for this position candidates must have a Secret clearance and possess U.S. Citizenship without the need for sponsorship both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the positions security clearance requirements.

The Job Duties and Responsibilities include but are not limited to the following:

  • Assist with managing and maintaining a database of telecommunications data and wireless DoD OIG invoices
  • Review and audit telecommunications data and wireless DoD OIG bills for discrepancies billing errors and excessive usage
  • Provide recommendations for cost savings and avoidance based on working knowledge and observation of DoD OIG bills
  • Conduct business process improvement with internal controls financial statement reporting and audit compliance
  • Engage collaboratively with stakeholders to ensure adherence to applicable law policy and procedures
  • Participate in meetings assist in managing financial resources and prepare briefings
  • Use information gathered to recommend the application of budgetary policies and procedures with the goal of a clean audit opinion
  • Review telecommunication bills and report discrepancies
  • Provide monthly reports due on the first day of the month for the previous months services
  • Analyze billing trends and identify opportunities for cost optimization
  • Maintain accurate records of all telecommunications expenses and vendor contracts
  • Coordinate with telecommunications vendors to resolve billing disputes and service issues
  • Ensure compliance with DoD and federal telecommunications policies and regulations
  • Track and monitor telecommunications usage patterns across the organization
  • Prepare financial reports and presentations for management review
  • Travel may be required within the Continental United States (CONUS) and the National Capital Region (NCR)

Required Qualifications:

  • Minimum 3 to 5 years of experience in telecommunications billing invoice management or financial analysis
  • Experience reviewing and auditing telecommunications data and wireless bills for discrepancies and billing errors
  • Experience managing and maintaining databases of invoices and financial records
  • Experience with cost analysis and identifying cost savings opportunities
  • Experience with business process improvement and internal controls
  • Experience with financial statement reporting and audit compliance
  • Strong analytical skills with attention to detail and accuracy
  • Experience engaging with stakeholders and ensuring adherence to applicable laws policies and procedures
  • Experience preparing financial reports briefings and presentations
  • Proficiency with Microsoft Excel and database management tools
  • Strong written and verbal communication skills
  • Bachelors degree in Finance Accounting Business Administration or related field or equivalent combination of education and experience
  • Active Secret security clearance or ability to obtain one
  • United States Citizenship required

Preferred Qualifications:

  • Experience supporting DoD or federal government customers
  • Experience with DoD telecommunications billing systems and processes
  • Experience with federal budgetary policies and procedures
  • Experience with audit preparation and supporting clean audit opinions
  • Knowledge of telecommunications industry billing practices and standards
  • Experience with vendor management and contract negotiation
  • Experience with telecommunications usage analysis and trend reporting
  • Familiarity with Federal Acquisition Regulation (FAR) and telecommunications-related regulations
  • Certified Government Financial Manager (CGFM) or similar financial certification
  • Experience with telecommunications expense management software
  • Knowledge of wireless communications technologies and services
