Job Summary

Summary

This position is located at Departmental OfficesInternational Affairs - Investment Security. As a/an POLICY ADVISOR you will serve as an expert advisor on a full range of complex policy issues related to the Offices mission by supporting senior Treasury officials and management in all work related to the offices CFIUS and open investment functions including coordination of the interagency process and analysis of transactions and outbound investments.



Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Providing authoritative advice analytical support and recommendations on key mission-critical policy issues.
  • Briefing and advising senior Treasury officials and providing pertinent information for decision making on potentially controversial policy issues.
  • Participating in and conducting policy review and analysis of a complex highly sensitive nature on specific cases.
  • Working closely with other Investment Security staff Treasury legal counsel and other Treasury program offices other agencies and parties to transactions to ensure timely progression of cases.
  • Drafting memoranda to senior Treasury officials presenting the issues raised by transactions notified to CFIUS and recommending courses of action.

    Key Requirements:

    • Must be U.S. Citizen or U.S. National.
    • All newly appointed employees to the federal service are subject to a probationary period if hired under a competitive service appointment or a trial period if hired under an excepted service appointment. These periods are designed to evaluate an employees performance conduct and alignment with agency mission and values. These periods are no longer passive transitions to permanent status but serve as formal extensions of the hiring process requiring affirmative Supervisory certification action.
    • Must successfully complete a background investigation.
    • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31 1959 certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
    • Undergo an income tax verification

    SPECIALIZED EXPERIENCE AT THE GS-13 LEVEL:For the GS-13 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:

    • Leading or managing market financial legal or economic analyses (e.g. due diligence risk exposure detailed credit analysis or market assessments) that inform public policy decisions; AND
    • Advising senior leadership and making policy recommendations based on research and analytical results; AND
    • Addressing international financial investment or foreign direct investment issues involving significant economic or national security considerations.
    SPECIALIZED EXPERIENCE AT THE GS-12 LEVEL:For the GS-12 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
    • Independently conducting market financial legal or economic analyses (e.g. due diligence risk exposure detailed credit analysis or market analysis) of issues across a range of financial products and activities; AND
    • Developing and communicating analytical findings and recommendations to senior decision makers or interagency partners; AND
    • Evaluating a range of international financial and investment policy issues or foreign direct investment to assess and explain potential economic or national security risks.
    SPECIALIZED EXPERIENCE AT THE GS-11 LEVEL:For the GS-11 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
    • Assisting in conducting market financial legal or economic analyses (e.g. gathering and reviewing data for due diligence risk exposure or market analysis) of issues across financial products and activities; AND
    • Preparing draft reports or summaries of research findings and presenting them to colleagues or supervisors; AND
    • Supporting research on international financial and investment policy issues or foreign direct investment to identify potential economic or national security implications.
    OR EDUCATION: You may substitute education for general or specialized experience as follows:
    • Ph.D. or equivalent doctoral degree; OR
    • 3 full years of progressively higher-level graduate education leading to such a degree; OR
    • LL.M. if related
    OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    The experience may have been gained in either the public private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
