The primary purpose of this position is to provide senior level budget and financial services in support of the Air Force Medical Command (AFMEDCOM) Air Force Drug Demand Reduction Program Office. Performs a variety of functions involving the formulation execution and/or analysis of the AF funding for substantive programs.


Duties

- Serves as a technical authority for budgetary programs and the entire development and/or oversight of a major DoD/AF-wide financial program for the DAF Drug Demand Reduction appropriations and its related activities
- Responsible for control of all funding received and distributes throughout the DAF to funds holders ensures monthly reconciliations are complete and accurate
- Performs budget execution and administration work involving the monitoring current year and prior year obligations incurred and the actual expenditures of a budget with different sources and types of funding such as direct annual multi-year and no year appropriations; apportionments; allotments; etc.
- Attends meetings with other experts at OSD/DoD Secretary of the Air Force/Air Staff (SAF)
- Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting and funds control assignments

  • Employee may be required to work other than normal duty hours to include evenings weekends and/or holidays

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012 Public Law 112-81 Subtitle F-Financial Management Section 1599d. Incumbent shall comply with these requirements

Qualifications

In order to qualify you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes Mastery of the concepts principles practices laws and regulations of financing; and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting sufficient to manage and analyze the cost and economic analyses of large and complex programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
1. Mastery of detailed intensive budgetary methods practices procedures laws regulations policies and processes to formulate justify and execute the budget for assigned budget accounts and provide financial oversight of continually changing funding resources.
2. Comprehensive knowledge of mission function goals objectives work processes and sources of funding pertinent to installation programs. Knowledge of general fund revolving and/or non-appropriated fund financial principles and procedures.
3. Mastery in the ability to adapt concepts principles and techniques of disciplines such as economics business law statistics and data processing. Ability to apply skills in the application of analytical methods and techniques mathematical and statistical analyses and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
4. Mastery of a wide range of concepts principles and practices used to gather assemble analyze interpret and query data to prepare budget reports schedules statements and estimates. Develops alternatives and makes recommendations to resolve budget/funding problems.
5. Thorough knowledge of budgetary financial management systems and concepts budgeting regulations and procedures for providing procedural guidance on budget administration. Knowledge of generally accepted accounting principles and standards.
6. Extensive skill and ability to communicate effectively both orally and in writing to justify defend present and/or advise on budgetary processes/actions. Demonstrated ability to provide representation on organizational and program matters to all levels of interest both internal and external to the organization.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
