This vacancy is for a GSProgram Analyst located in the Department of Homeland Security U.S. Coast Guard MAJOR SYSTEMS PROGRAM CG-SEA in Washington District of Columbia.


Duties

You will serve as a Program Analyst and be responsible for the evaluation and assessment of program operations and supports the planning and development of acquisition efforts and performs analytical assignments that may require the application of qualitative and quantitative methods to analyze and evaluate internal organizational administrative operations to determine their efficiency and effectiveness.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Preparing documents and presenting financial analyses such as economic analyses (EAs) business case analyses (BCAs) comparative rates of return on investment (ROI) and analysis of alternatives (AoA) for management as required.
  • Analyzing evaluating and estimating the lifecycle cost (LCC) of selected assets and performs in-depth analyses of the total ownership cost (TOC) for each asset.
  • Utilizing historical actual and projecting costs to formulate and track performance measures.
  • Monitoring budget allocation and executing; performs in-depth rigorous analyses of budget requests and maintains financial databases and other resources such as program operating plans scheduling trade-off studies lifecycle analyses parametric cost databases and resource plans.
  • Managing the organization training maintenance improvement and documentation of the Program Integrated Data Environment (IDE) mainly within a SharePoint environment to ensure efficient execution of an acquisition program.
  • Ensuring Program compliance with applicable records management policies. Administering a database of contractor-submitted technical information monitoring its performance developing metrics reporting trends and proposing strategies to improve business practices.

    Qualifications

    To qualify at the GS-13 grade level your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

    Specialized experience may include the following:

    • Develops and monitors program/project reports and plans and implements special projects.
    • Provides expert analysis and advice on agency-wide programs and applies advanced analytical techniques to interpret and evaluate findings.
    • Responsible for reviewing documents cost studies estimates and other documented analyses as required and presents recommendations to management as appropriate.
    • Develops guidelines instructions and procedures for administrative requirements.
    • Preparing major acquisition program documentation such as Program Management Plans Acquisition Program Baselines.
    • Preparing correspondence and briefings on the status of a major acquisition program.
    • Researching and responding to inquiries from Congress or other government agencies on the history status and plans of a major acquisition program.

    NOTE: Education cannot be substituted for experience at this grade level.

    National Service Experience (i.e. volunteer experience): Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Only experience obtained by the closing date of this announcement will be considered.

    Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10000. Receipt of this incentive will require a three-year service agreement.
